Chairman Arnett called the meeting to order at 10:03 a.m.

Present: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson
Approval of Agenda (any changes to the agenda should be made here)
Alderwoman Finlayson moved to adopt the Special Meeting Agenda. Seconded.
The motion carried by the following vote:

Alderwoman Finlayson moved to Recommend Favorably Amendment 1:
In SA-31-21change from the Office of the Mayor to the City Manager's Office
Seconded. A roll call vote was taken. The motion CARRIED by the following
vote:

Finance Director Dickinson, Finance Budget Analyst Connolly, and City Manager
Jarrell were present and answered questions from the Committee.

Mayor's Chief of Staff Smith, Finance Director Dickinson, and Finance Budget
Analyst Connolly were present and answered questions from the Committee.
Alderman Gay, and Alderwoman Tierney were present and addressed the
Committee.
Alderwoman Finlayson would like data on the programs in the Office of the
Mayor; how many people are impacted and the success of the programs.
Chairman Arnett would like allocations for each program.
Alderwoman Finlayson would like to see what was spent during the virtual
meetings for the TV crew expenses.

2. Legislation before Committee
O-10-21 Annual Budget and Appropriation and Property Tax Levy - For the
purpose of adopting the City Budget, comprising the Annual Operating Budget for the
fiscal year ending June 30, 2022, the Capital Budget for the fiscal year ending June
30, 2022, the Capital Improvement Program for the fiscal years ending June 30,
2023, June 30, 2024, June 30, 2025, June 30, 2026, and June 30, 2027;
appropriating funds for all expenditures for the fiscal year beginning July 1, 2021, and
ending June 30, 2022; levying and imposing a property tax for the use of the City of
Annapolis for the taxable year beginning July 1, 2021, and ending June 30, 2022; and
fixing the rate of the City property tax for the taxable year.
