Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting April 18, 2022 Minutes Call To Order Chairwoman Tierney called the meeting to order at 10:03 a.m. Roll Call Present: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson Approval of Agenda (any changes to the agenda should be made here) Alderwoman Finlayson moved to adopt the Special Meeting Agenda. Seconded. The motion carried by the following vote: Aye: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson 1. Business and Miscellaneous Approval of Minutes FC03.16.22 Approval of Minutes for the Regular Meeting Attachments: FC03.16.22 Alderwoman Finlayson moved to approve the Minutes for the Regular Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson FC04.06.22 Approval of Minutes for the Regular Meeting Attachments: FC04.06.22 Alderwoman Finlayson moved to approve the Minutes for the Regular Meeting. Alderwoman Pindell Charles and Alderman Gay were present and addressed the committee. Alderwoman requested a breakdown of the demographics within the department. Chairwoman Tierney requested a copy of the calls for service stats provided in the meeting from Fire Chief Remaley. ID-89-22 Presentation: Management Information Technology (MIT) Attachments: MIT FY23 Budget Presentation Management Information Technology Manager Paquin, City Manager Jarrell, Finance Director Dickinson, and Finance Budget Analyst Connolly were present and answered questions from the committee. Alderman Gay and Alderwoman Pindell Charles were present and answered questions from the committee. 2. Legislation Ordinances O-14-22 Debit Card and Credit Card Payments - Convenience Fees - For the purpose of modifying the procedure for assessing convenience fees for payment of City services by debit card or credit card; and generally relating to processing convenience fees. Attachments: O-14-22 First Reader O-14-22 Staff Report O-14-22 Fiscal Impact Note Finance Director Dickinson and Management Information Technology Manager Paquin were present and answered questions from the committee. Alderman Gay was present and addressed the committee. Alderwoman O'Neill moved to recommend favorably O-14-22. Seconded . A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson O-15-22 Annual Budget and Appropriation and Property Tax Levy - For the purpose City of Annapolis Page 3 Finance Committee Standing Committee Meeting April 18, 2022 Minutes of adopting the City Budget, comprising the Annual Operating Budget for the fiscal year ending June 30, 2023, the Capital Budget for the fiscal year ending June 30, 2023, the Capital Improvement Program for the fiscal years ending June 30, 2024, June 30, 2025, June 30, 2026, June 30, 2027, and June 30, 2028; appropriating funds for all expenditures for the fiscal year beginning July 1, 2022, and ending June 30, 2023; levying and imposing a property tax for the use of the City of Annapolis for the taxable year beginning July 1, 2022, and ending June 30, 2023; and fixing the rate of the City property tax for the taxable year.
