Chairman Tierney called the meeting to order at 10:02 a.m.

Present: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson
Approval of Agenda (any changes to the agenda should be made here)
Alderwoman Finlayson moved to adopt the Special Meeting Agenda as amended
to add FT-6-22, FT-7-22, FT-8-22, a Community Grants discussion, and to remove
ID-95-22. Seconded. The motion carried by the following vote:

Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the

Social Work Care Coordinator Lee and City Manager Jarrell were present and
answered questions from the committee.
Alderwoman Finlayson requested a copy of the criteria for the Community
Grants applicants.

and answered questions from the committee.
Alderman Gay, Alderman Arnett, and Alderwoman Pindell Charles were present
and addressed the committee.
Alderwoman Tierney requested a breakdown of Arts In Public Places
Commission's anticipated expenditures for this coming fiscal year, and a
breakdown of the $85,000 Police initiative in the Recreation and Parks'
budget.

O-15-22 Annual Budget and Appropriation and Property Tax Levy - For the purpose
of adopting the City Budget, comprising the Annual Operating Budget for the
fiscal year ending June 30, 2023, the Capital Budget for the fiscal year ending
June 30, 2023, the Capital Improvement Program for the fiscal years ending June
30, 2024, June 30, 2025, June 30, 2026, June 30, 2027, and June 30, 2028;
appropriating funds for all expenditures for the fiscal year beginning July 1, 2022,
and ending June 30, 2023; levying and imposing a property tax for the use of the
City of Annapolis for the taxable year beginning July 1, 2022, and ending June 30,
2023; and fixing the rate of the City property tax for the taxable year.
