Alderwoman Tierney called the Special Meeting to order at 9:38 am.

Present: 3- Alderwoman Tierney, Alderwoman Finlayson and Alderwoman O'Neill

FC 5.3.23 Regular Meeting MInutes

Alderwoman Finlayson moved to approve FC 5.3.23. Seconded. CARRIED on
voice vote.
Legislation
SA-29-23 Grant Fund - Planning and Zoning - HACA Sub Grant - This supplemental allocation
appropriates $100,000 from a HACA sub grant. HACA is required to make certain
improvements on the CNI eligible properties as “Early Action Initiatives” and HACA
has asked the City to provide these improvements.

Chief of Comprehensive Planning Leshinsky and Budget Manager Connolly were
present and answered questions from the committee.
Alderwoman Finlayson asked Chief of Comprehensive Planning Leshinsky to
provide the committee with a breakdown of how HUD came up with the
100,000.00 for the supplemental appropriation.
Alderwoman Finlayson moved to recommend SA-29-23 favorably. Seconded.
CARRIED on voice vote.

Windley were present and answered questions from the committee.
Human Resources Office:
Human Resources Director Hopkins was present and answered questions from
the committee.
City Manager's Office:
City Manager Mallinoff, Assistant City Manager Buckland, Budget Manager
Connolly, Human Resources Manager Hopkins and Office of Community Service
Manager Gutierrez were present to answer questions from the committee.
Department of Public Works:
Public Works Director Jarrell was present to answer questions from the
committee.
Meeting Recessed at 11:30 am.
Meeting Resumed at 11:46am.
Alderwoman Tierney moved to remove 43,590 out of the Finance Committee
Report under "Finance Committee Recommendations/OEM". Seconded. Voice
Vote.

no- Alderwoman Finlayson
Meeting Recessed at 12:30pm.
Meeting Resumed at 1:15pm.
Alderwoman O'Neill moved to recommend favorably the Finance Committee's
Recommendation to fund all 52 community grants. Seconded. Voice Vote.

Upon motion duly made, seconded and adopted, the Special Meeting was
