Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting May 3, 2023 Minutes - Final Call To Order Alderwoman Tierney called the Regular Meeting to order at 9:42 am. Roll Call Present: 3- Alderwoman Tierney, Alderwoman Finlayson and Alderwoman O'Neill Approval of Agenda (any changes to the agenda should be made here) Alderwoman O'Neill moved to approve the agenda. Seconded. CARRIED on voice vote. Legislation R-21-23 FY 2024 Fees Schedule - For the purpose of specifying fees that will be charged for the use of City services for Fiscal Year 2024; and providing an effective date. Alderwoman O'Neill requested that fees on Pg.14 highlighted in red in the Budget Binder need to be added in the "Fire Inspection Fees" and "Special Event Tent Permit" section. Alderwoman Tierney requested City Manager Mallinoff to invite Chief Ramaley to the Finance Committee Regular Meeting. Alderwoman Finlayson requested Transportation Director Moore be invited to the Finance Committee Regular Meeting. Alderwoman Tierney requested City-Clerk Watkins-Eldridge to be invited to the Finance Committee Regular Meeting. Alderwoman O'Neill moved to recommend R-21-23 favorably. Seconded. CARRIED on voice vote. Alderwoman Finalyson recommended the Finance Committee revisit the fees and fines for Repeat Offenders in the Transportation Section of the budget. Alderwoman Finlayson moved to recommend R-22-23 favorably. Seconded. CARRIED on voice vote. R-23-23 FY 2024 Position Classifications and Pay Plan - For the purpose of approving the Fiscal Year 2024 annual position classifications and pay plan; and specifying an effective date. General Discussion City of Annapolis Page 3 Finance Committee Standing Committee Meeting May 3, 2023 Minutes - Final ID-73-23 Finance Committee Budget Deliberations Meeting Resumed at 11:46am. Finance Director Dickinson,City Manager Malinoff, Budget Manager Connolly and Assistant City Manager Buckland were present to answer questions from the committee. Recommendation from the Finance Committee for the "Emergency Planner" position in the Office of Emergency Management to be funded. Recommended favorably. Seconded. voice vote. Business and Miscellaneous Approval of Minutes FC 5.2.23 Special Meeting Minutes Attachments: FC 5.2.23 Alderwoman Finlayson moved to approve FC 5.2.23 . Seconded. CARRIED on voice vote. Adjournment Upon motion duly made, seconded and adopted, the Special Meeting was adjourned at 1:33 pm.
