Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting April 29, 2024 Minutes - Final Call To Order Alderwoman Tierney called the Special Meeting to order at 9:49 am. Roll Call Present: 3- Alderwoman Tierney, Alderwoman Finlayson and Alderwoman O'Neill Approval of Agenda (any changes to the agenda should be made here) Alderwoman Finlayson moved to approve the Special Meeting Minutes. Seconded. CARRIED on voice vote. Business and Miscellaneous Approval of Minutes FC 4.25.24 Special Meeting Minutes Attachments: FC 4.25.24 Alderwoman O'Neill moved to approve FC 4.25.24. Seconded. CARRIED on voice vote. General Discussion City of Annapolis Page 2 Finance Committee Standing Committee Meeting April 29, 2024 Minutes - Final ID-62-24 FY25 Finance Committee Deliberations Assistant City Manager Buckland, Finance Director Dickinson and Budget Manager Connolly were present to answer questions from the committee. Tierney/Finlayson Amendment - To Appendix E. 1. Annapolis Kappa Scholarship Fund, Inc. Add $3,000 Their education initiative is necessary and rare. 2. Blacks of the Chesapeake Add $2,000 This is a historic legacy that needs more support, as they asked for $38,000. 3. Co-op Arundel Decrease $2,000 ; Reduced to previous year's award. 4. Fort Meade Alliance Foundation Decrease $2,000; No rationale due to location served. 5. He Opens Paths for All Decrease $3,000; Reduced to the previous year's award. 6. Serenity Sisters Add $2,000 Only recovery facility within city limits; they asked for $47,000. Net Change to Total $0 Alderwoman Finlayson moved to recommend Tierney Amendment #1 favorably. Seconded. CARRIED on voice vote. Finance Committee Recommendation: Form a Grant Task Force for grant process, exploring what is the entire process to receiving grants for their organizations. Ald.O'Neill requested a list that differentiates which organizations are receiving adopt a community grant vs. the organizations who not receiving the adopt a community grant. Ald.Finlayson recommended in January FC Meet with the director of Office of Community Service Young to set guidelines and process clear for organizations that apply for the community grants. Alderwoman Tierney requested that Alderwoman O'Neill submit any grant amendments, so they all can be considered Finance Committee Recommendations Alderwoman Finlayson requested a list of the New Positions that have been created. Adjournment Upon motion duly made, seconded and adopted, the Special Meeting was adjourned at 11:50 am.
