Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting April 30, 2024 Minutes - Final Call To Order Alderwoman Tierney called the Special Meeting to order at 9:38 am. Roll Call Present: 3- Alderwoman Tierney, Alderwoman Finlayson and Alderwoman O'Neill Approval of Agenda (any changes to the agenda should be made here) Alderwoman Finlayson moved to approve the Special Meeting Agenda. Seconded. CARRIED on voice vote. Business and Miscellaneous Approval of Minutes FC 4.29.24 Special Meeting Minutes Attachments: FC 4.29.24 Alderwoman O'Neill moved to approve FC 4.29.24 . Seconded. CARRIED on voice vote. General Discussion City of Annapolis Page 2 Finance Committee Standing Committee Meeting April 30, 2024 Minutes - Final ID-62-24 FY25 Finance Committee Deliberations Alderwoman Pindell-Charles, Assistant City Manager Buckland, Finance Director Dickinson, Budget Manager Connolly were present to answer questions from the committee. Finance Committee Amendments: 1- Remove $2,000 from Farm Unity Limited. Add $2,000 to Live Water Foundation. Alderwoman O'Neill moved to recommend favorably. Seconded. CARRIED on voice vote. 2- Remove $2,000 from Club 164 Add $2,000 to Serenity Sistas Alderwoman O'Neill moved to recommend favorably. Seconded. CARRIED on voice vote. 3- Remove $2,000 from the All-Stars II, Inc Add $2,000 to Heritage Baptist Church No action taken. 4- Remove $2,000 from Blessed in Tech Add $2,000 to Literacy Council No action taken. 5-Remove $2,000 from Clay Street Community Foundation. Add $2,000 to Partners in Care No action taken. 6- Reduce Hope for All by $2,000 Add $2,000 to Street Angels No action taken. Alderwoman Finlayson moved to Recommend the Finance Committee Grant Recommendations favorably as amended. Seconded. CARRIED on voice vote. Finance Committee Recommendation: The total requested for Emergency Planner Personnel Enhancement of $122,133. Alderwoman Finlayson moved to recommend favorably. Seconded. CARRIED on voice vote. Alderwoman Tierney requested I edit Budget Process Timeline chart in Finance Committee report. Meeting recessed at 11:41 am. Meeting reconvened at 11:55 am. Alderwoman Tierney requested creating a schedule for the remaining topics for the Finance Committee Report for FY25. Wednesday: Fire, ITS, Mayor, City Manager, Office of Law, Police Thursday: Department of Public Works, Department of Transportation, Parks & Recreation, Finance.Alderwoman O'Neill moved to recommend favorably. Seconded. CARRIED on voice vote.
