Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting February 26, 2025 Minutes - Final Call To Order Alderman Huntley called the Special Meeting to order at 10:37 am. Roll Call Present: 3- Alderwoman Finlayson, Alderwoman O'Neill and Alderman Huntley Approval of Agenda (any changes to the agenda should be made here) Alderwoman O'Neill moved to adopt the Special Meeting agenda to add FT-10-25 and R-10-25 as amended. Seconded. CARRIED on voice vote. Business and Miscellaneous Approval of Minutes FC 2.19.25 Regular Meeting Minutes Attachments: FC 2.19.25 Alderwoman O'Neill moved to approve FC 2.19.25. Seconded. CARRIED on voice vote. Fund Transfers FT-10-25 Capital Fund - Department of Public Works Attachments: FT-10-25 FT-10-25 - Explanation Budget Manager Trudeau was present to answer questions from the committee. Alderwoman O'Neill moved to recommend FT-10-25 favorably. Seconded. CARRIED on voice vote. Legislation City of Annapolis Page 2 Finance Committee Standing Committee Meeting February 26, 2025 Minutes - Final R-10-25 2025 Annapolis Film Festival Fee Waiver - For the purpose of identifying the Annapolis Film Festival that will be held on March 27-30, 2025, as a Major Special Event; and waiving charges for certain City of Annapolis costs related to city services for that event. Attachments: R-10-25 First Reader R-10-25 Staffing Impact Report R-10-25 Staff Report R-10-25 Fiscal Impact Note R-10-25 Signed (b&w) R-10-25 Signed (color) Alderwoman Finlayson moved to recommend R-10-25 favorably. Seconded. CARRIED on voice vote. General Discussion ID-41-25 HR Update (hiring status for new positons in the previous budget) Attachments: FY25 new positions - update for Council Assistant City Manager Buckland, Human Resource Manager Hopkins, and Budget Manager Trudeau were present to answer questions from the committee. ID-54-25 Budget - Department Presentation Calendar Budget Manager Trudeau was present to answer questions from the committee. Alderman Huntley requested the breaks start when the presentations end. Alderman Huntley requested the Directors stick to their allotted time for presentations (20 mins) and leave enough time for the Alderpersons to ask their questions. Alderwoman Finlayson requested "enhancements" be included in the department slides to be presented to the Finance Committee. Alderman Huntley requested to add to the schedule on Thursday 5/1, four 15 min presentations from the unions. Alderman Huntley requested the union present solely on budget specific items that the directors may not get a chance to present. Alderwoman Finlayson requested City Attorney Lyles be present when the union presents during budget. Alderwoman Finlayson moved to approve ID-54-25. Seconded. CARRIED on voice vote. City of Annapolis Page 3 Finance Committee Standing Committee Meeting February 26, 2025 Minutes - Final ID-18-25 Finance Department Update Attachments: FD Report to Fin Comm 1-8-25 FD Report to Fin Comm 1-22-25 FD Report to Fin Comm 2-19-25 FD Report to Fin Comm 2-26-25 FD Report to Fin Comm 3-19-25 Finance Director Dickinson was present to answer questions from the committee. Alderman Gay, Finance Director Dickinson, and Budget Manager Trudeau were present to answer questions from the committee. Alderman Gay requested an updated list of the amendments that were passed from FY25 Budget. Adjournment Upon motion duly made, seconded and adopted, the Regular Meeting was adjourned at 11:56 am.
