Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting March 19, 2025 Minutes - Final Call To Order Alderman Huntley called the Regular Meeting to order at 10:31 am. Roll Call Present: 3- Alderwoman Finlayson, Alderwoman O'Neill and Alderman Huntley Approval of Agenda (any changes to the agenda should be made here) Alderwoman O'Neill moved to adopt the Regular Meeting agenda as amended to add SA-28-25. Seconded. CARRIED on voice vote. Business and Miscellaneous Approval of Minutes FC 2.26.25 Special Meeting Minutes Attachments: FC 2.26.25 Alderwoman Finlayson moved to approve FC 2.26.25. Seconded. CARRIED on voice vote. Supplemental Appropriations SA-28-25 Grant - OEM - US Department of Homeland Security Initiative (UASI) Attachments: SA-28-25 Office of Emergency Management Director Simmons and Office of Emergency Management Grants Coordinator Kyle Lepkowski were present to answer questions from the committee. Alderwoman Finlayson moved to recommend SA-28-25 favorably. Seconded. CARRIED on voice vote. Appointments and Re-appointments AP-5-25 Appointment - Mr. Peter Vail - Financial Advisory Commission Attachments: AP-5-25 Appointment Peter Vail was present to answer questions from the committee. Peter Vail 1257 Washington Drive Annapolis, MD 21403 Alderwoman Finlayson moved to recommend AP-5-25 favorably. Seconded. CARRIED on voice vote. City of Annapolis Page 2 Finance Committee Standing Committee Meeting March 19, 2025 Minutes - Final AP-6-25 Appointment - Mr. Joe Rubino - Financial Advisory Commission Attachments: AP-6-25 Appointment Joseph Rubino was present to answer questions from the committee. Joseph Rubino 3133 Starboard Drive Annapolis MD, 21403 Alderwoman Finlayson moved to recommend AP-6-25 favorably. Seconded. CARRIED on voice vote. Legislation R-5-25 Maryland Hall for the Creative Arts Fee Waiver For the purpose of waiving certain fees for the Maryland Hall for the Creative Art's third phase of its multi-year project to renovate its 93-year-old building and facilities in and around the building. Sponsors: Buckley Attachments: R-5-25 First Reader R-5-25 Fiscal Impact Note Alderman Arnett, Finance Director Dickinson, and Maryland Hall Executive Director Jackie Coleman were present to answer questions from the committee. Jackie Coleman 1 Park Lane Annapolis MD, 21403 Alderman Huntley moved to no action taken. Seconded. CARRIED on voice vote. General Discussion ID-67-25 CIP Discussion- Sidewalk Repairs Alderwoman O'Neill left at 11:05am. Alderman Arnett, Department of Public Works Director Vogel, Bureau Chief McKeown, and Civil Engineer II De Matteo were present to answer questions from the committee. Alderman Huntley requested Budget Manager Trudeau switch the sidewalk picture on the CIP from a driveway to an actual City Sidewalk. Alderwoman Finlayson requested a Sidewalk Repair list and Street Ways from Director Vogel.
