Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting May 7, 2025 Minutes - Final Call To Order Alderman Huntley called the Regular Meeting was called to order at 10:10 am. Roll Call Present: 3- Alderwoman Finlayson, Alderwoman O'Neill and Alderman Huntley Approval of Agenda (any changes to the agenda should be made here) Alderwoman Finlayson moved to approve the Regular Meeting agenda. Seconded. CARRIED on voice vote. Business and Miscellaneous Approval of Minutes FC 5.5.25 Special Meeting Minutes Attachments: FC 5.5.25 Alderwoman Finlayson moved to approve FC 5.5.25. Seconded. CARRIED on voice vote. General Discussion City of Annapolis Page 2 Finance Committee Standing Committee Meeting May 7, 2025 Minutes - Final ID-86-25 Finance Committee Deliberations Acting City Attorney Buckland, Finance Director Moran, Budget Manager Trueadu and Risk Manager Bradley were present to answer questions from the committee. Finance Committee Amendments - Mayor's Office: 1. Alderman Huntley moved to change the organizational chart to reflect the Office of Law up under the City manager's org chart. Alderman Huntley moved to recommend the Mayor's Office Amendment #1 favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2 - Alderwoman Finlayson and Alderwoman O'Neill Nay: 1 - Alderman Huntley 2. Alderman Huntley moved to eliminate the Constituent Services/Equity part-time position from the Mayor's budget. Alderman Huntley moved to recommend the Mayor's Office Amendment #2 favorably. Seconded. CARRIED on voice vote. 3.Alderwoman Finlayson moved to recommend the Salary Review Commission's recommendations for "Salary Increase" "Supply Increase" and "City Cell Phones" for the council favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2 - Alderwoman Finlayson and Alderwoman O'Neill Nay: 1 - Alderman Huntley 4. Alderwoman O'Neill moved to move the African American Program Administrator and Hispanic Administrator positions be changed back to "Liaisons" instead of Program Administrators favorably. Seconded. CARRIED on voice vote. Office of Law: 1. Alderwoman O'Neill moved to amend the Budget to remove the second City Council Associate position back to one position favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2 - Alderwoman Finlayson and Alderwoman O'Neill Nay: 1 - Alderman Huntley Alderman Huntley requested Budget Manager Trudeau revise the Budget Binder to reflect accurate practices that the Department's/Office's are currently doing. City Manager's Office: 1. Alderman Huntley moved to strike the $105,000 for leaf blower program for FY26 Budget. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2 - Alderwoman Finlayson and Alderman Huntley Nay: 1 - Alderwoman O'Neill Meeting went into Recess at 11:32 am. Meeting Reconvened 11:46 am. City of Annapolis Page 3 Finance Committee Standing Committee Meeting May 7, 2025 Minutes - Final Central Services: No Amendments. Human Resources: No Amendments. Integrated Technology Services (ITS): Recommendation - Alderman Huntley requested to add as a recommendation in the Finance Committee report to the Council "On pg. 61. under "Goal Productivity In City Agencies" add "Percentage of City Employee's within the Mayor's, City Manager's Office and Department Director's using Generated Artificial Intelligence (AI) on a weekly basis." Seconded. CARRIED on voice vote. Finance Department: Alderman Huntley requested to include the changes to Community Grants chart into the Finance Committee Report. Seconded. CARRIED on voice vote. Alderman Huntley moved to recommend the Finance Committee Amendments favorably. Seconded. CARRIED on voice vote. Adjournment Upon motion duly made, seconded and adopted, the Regular Meeting was adjourned at 12:40 pm.
