Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting June 4, 2025 Minutes - Final Call To Order Alderman Huntley called the Regular Meeting to order at 10:50 am. Roll Call Present: 3- Alderwoman Finlayson, Alderwoman O'Neill and Alderman Huntley Approval of Agenda (any changes to the agenda should be made here) Alderwoman Finlayson moved to approve the Regular Meeting agenda. Seconded. CARRIED on voice vote. Business and Miscellaneous Approval of Minutes FC 5.21.25 Regular Meeting Minutes Attachments: FC 5.21.25 Alderwoman Finlayson moved to approve FC 5.21.25. Seconded. CARRIED on voice vote. Supplemental Appropriations SA-32-25 Planning & Zoning - Housing Assistance Fund Balance - Contractual Services Attachments: SA-32-25 Budget Manager Trudeau and Housing Affordable Specialist Ruffin were present to answer questions from the committee. Alderwoman Finlayson moved to recommend SA-32-25 favorably. Seconded. CARRIED on voice vote. SA-33-25 State Grant Revenue - Mayor’s Office - State of Maryland - Maryland Energy Administration Attachments: SA-33-25 Budget Manager Trudeau was present to answer questions from the committee. Alderwoman O'Neill moved to recommend SA-33-25 favorably. Seconded. CARRIED on voice vote. Fund Transfers City of Annapolis Page 2 Finance Committee Standing Committee Meeting June 4, 2025 Minutes - Final FT-11-25 Grant - Transportation - Salaries and Benefits/Contractual Services Attachments: FT-11-25 Deputy Director Duah was present to answer questions from the committee. Alderwoman Finlayson moved to recommend FT-11-25 favorably. Seconded. CARRIED on voice vote. Legislation O-8-25 Chesapeake Children’s Museum Lease Renewal Through June 30, 2030 For the purpose of authorizing a lease agreement with Chesapeake Children's Museum, Inc., a Maryland corporation, for City property at 25 Silopanna Road in Annapolis commencing on July 1, 2025 and terminating on June 30, 2030. Sponsors: Buckley, Huntley and Finlayson Attachments: O-8-25 First Reader Chesapeake Childrens (25 Silopanna Rd.) 2025 Lease-FINAL O-8-25 Fiscal Impact Note O-8-25 Staffing Impact Report O-8-25 Staff Report O-8-25 Exhibit A Acting City Manager Buckland was present to answer questions from the committee. Alderwoman Finlayson requested the changes be presented to the council about what is different in this lease from the previous one. Alderwoman Finlayson would like to be added as a co-sponsor Alderwoman Finlayson moved to recommend O-8-25 favorably. Seconded. CARRIED on voice vote. City of Annapolis Page 3 Finance Committee Standing Committee Meeting June 4, 2025 Minutes - Final O-12-25 Prioritizing Affordable Spending Through Expansion of Financial Advisory Commission Duties For the purpose of listing the duties of the Financial Advisory Commission; adding "spending affordability" to review the City's finances so that spending levels align with the City's income, and reviewing projected revenue, debt levels, and long-term fiscal outlook; and generally related to the Financial Advisory Commission. City of Annapolis Page 4 Finance Committee Standing Committee Meeting June 4, 2025 Minutes - Final R-22-25 City Supported Special Events in Fiscal Year 2026 For the purpose of identifying City Supported Special Events in Fiscal Year 2026 and waiving certain related City fees for those events. Alderman Huntley requested and Special Event Coordinator Nolan come up with an amendment to bring the special event back before the committee if their fees are more than a specific amount set by our Special Event Coordinator. Alderwoman Finlayson moved to postpone R-22-25 until the June 10th, 2025. Seconded. CARRIED on voice vote.
