Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting June 10, 2025 Minutes - Final Call To Order Alderwoman Finlayson called the Special Meeting to order at 10:45 am. Roll Call Present: 2- Alderwoman Finlayson and Alderwoman O'Neill Absent: 1- Alderman Huntley Approval of Agenda (any changes to the agenda should be made here) Alderwoman O'Neill moved to adopt as amended to add FT-12-25, FT-13-25, FT-14-25, and FT-15-25. Seconded. CARRIED on voice vote. Business and Miscellaneous Approval of Minutes FC 6.4.25 Regular Meeting Minutes Attachments: FC 6.4.25 Alderwoman O'Neill moved to approve FC 6.4.25. Seconded. CARRIED on voice vote. Legislation R-22-25 City Supported Special Events in Fiscal Year 2026 For the purpose of identifying City Supported Special Events in Fiscal Year 2026 and waiving certain related City fees for those events. Attachments: R-22-25 First Reader R-22-25 Staffing Impact Report R-22-25 Staff Report R-22-25 Fiscal Impact Note Amendment 1 - Huntley (on behalf of Finance Committee) R-22-25 Signed (color) R-22-25 Signed (b&w) Amendment #1 - Alderwoman O'Neill moved to recommend Amendment #1 favorably. Seconded. CARRIED on voice vote. Alderwoman O'Neill moved to recommend R-22-25 favorably as amended. Seconded. CARRIED on voice vote. Fund Transfers City of Annapolis Page 2 Finance Committee Standing Committee Meeting June 10, 2025 Minutes - Final FT-12-25 General - Department of Recreation & Parks - Administration Attachments: FT-12-25 Acting City Manager Buckland and Director of Finance Department Moran were present to answer questions from the committee. Alderwoman O'Neill moved to recommend FT-12-25 favorably. Seconded. CARRIED on voice vote. FT-13-25 General Fund & Transportation Fund - Various Departments Attachments: FT-13-25 FT-13-25(1) Director of Finance Department Moran was present to answer questions from the committee. Alderwoman O'Neill moved to recommend FT-13-25 favorably. Seconded. CARRIED on voice vote. FT-14-25 General - Police Department - Salaries and Benefits Attachments: FT-14-25 Director of Finance Department Moran and Captain Miguez was present to answer questions from the committee. Alderwoman O'Neill moved to recommend FT-14-25 favorably. Seconded. CARRIED on voice vote. FT-15-25 General - Finance/Department of Public Works - Contingency/Supplies and Other Attachments: FT-15-25 Director of Finance Department Moran and Civil Engineer II DeMatto was present to answer questions from the committee. Alderwoman O'Neill moved to recommend FT-15-25 favorably. Seconded. CARRIED on voice vote. General Discussion City of Annapolis Page 3 Finance Committee Standing Committee Meeting June 10, 2025 Minutes - Final ID-18-25 Finance Department Update Attachments: FD Report to Fin Comm 1-8-25 FD Report to Fin Comm 1-22-25 FD Report to Fin Comm 2-19-25 FD Report to Fin Comm 2-26-25 FD Report to Fin Comm 3-19-25 Director of Finance Department Moran was present to answer questions from the committee. Alderwoman O'Neill requested the approved amendments from O-10-25 and for Acting City Manager Buckland to provide a list of new staff approved from the budget and any changes to departments that were approved. Adjournment Upon motion duly made, seconded and adopted, the Special Meeting was adjourned at 11:13 am.
