Chambers, Jr. City Council Chambers Housing and Human Welfare Housing and Human Welfare Standing Committee Meeting February 16, 2021 Minutes Call To Order Chairman Gay called the meeting to order at 6:37 p.m. Roll Call Present: 2- Chairperson Gay and Alderman Schandelmeier Absent: 1- Alderwoman Tierney Approval of Agenda (any changes to the agenda should be made here) Alderman Schandelmeier moved to adopt the Regular Meeting Agenda. The motion carried by the following vote: Aye: 2- Chairperson Gay and Alderman Schandelmeier Absent: 1- Alderwoman Tierney 1. Business and Miscellaneous Approval of Minutes HHW12.14.2 Approval of Minutes for the Regular Meeting 0 Alderman Schandelmeier moved to approve the minutes for the Regular Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Chairperson Gay and Alderman Schandelmeier Absent: 1- Alderwoman Tierney Appointments and reappointments to Committees AP-2-21 The Appointment of Kathy Ebner to the Affordable Housing and Community Equity Development Commission Kathy Ebner was present and answered questions from the Committee. Alderman Schandelmeier moved to recommend favorably AP-2-21. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Chairperson Gay and Alderman Schandelmeier Absent: 1- Alderwoman Tierney AP-4-21 The Appointment of India Ochs to the Education Commission India Ochs was present and answered questions from the Committee. Committee Discussions ID-21-21 Opioid Prevention Related Programs and Services Update: City Manager Jarrell No action taken ID-29-21 SA-23-21 CDBG/Planning and Zoning Planning and Zoning Chief, Community Development Wellman, and Assistant City Manager Farrow were present and answered questions from the Committee. Box 5931, Annapolis, MD 21403, Blessed in Tech Ministries, Inc./SCAR Foundation Founder and Chief Executive Officer Yasmine Jameson, 214 St. Anton's Way, Arnold, MD 21012, Co-op Arundel President Harold Lloyd III, 99 Clay Street, Annapolis, MD 21401, Superior Future President Alderman Schandelmeier moved to recommend favorably ID-29-21. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Chairperson Gay and Alderman Schandelmeier Absent: 1- Alderwoman Tierney 3. Legislation before Committee O-50-20 Moderately Priced Dwelling Unit - For the purpose of updating certain occupancy periods of Moderately Priced Dwelling Units; eliminating variations on defined terms; providing supplemental regulatory authority to the Director of Planning and Zoning; and generally relating to the Affordable Housing Trust Fund. Theresa Wellman, and Planning and Zoning Director Nash were present and answered questions from the Committee. Seconded. A roll call vote was taken.
