160 Duke Of Gloucester City of Annapolis Street Annapolis, MD 21401 Standing Committee Minutes - Final Public Safety Committee Thursday, February 20, 2014 5:00 PM City Council Chambers 1. Call To Order The Chair called the Meeting to order at 5:08 p.m. Present: 3- Alderman Paone, Alderwoman Finlayson and Alderwoman Pindell Charles 4. General Discussion ID-13-093 Parade Safety Attachments: Parade Safety Rules Assistant City Attorney Elson spoke on Parade Safety Rules. Deputy Chief Simmons discussed some examples of unsafe conditions at a recent parade. Special Projects Coordinator Karavellas spoke about compliance procedures at parades. Assistant City Attorney Elson discussed the Parade Rules and suggested legislation be drafted. Deputy Chief Simmons discussed enforcement of the rules. Alderwoman Finlayson requested that the law office draft legislation on parade rules. Chief Stokes spoke on staff education on the rules. Alderwoman Pindell Charles suggested that Ms. Wardlaw discuss the new parade rules in the "City Hall" column in the Capital. Alderman Kirby inquired about the effects of the rules on individuals "following" the parade. Chief Stokes spoke on ways to identify official participants in the parade. ID-13-104 Fire Department Updates Chief Stokes offered the Committee his annual Department Goals. ID-13-094 Speed Camera Program Major Baker spoke on the Speed camera program. Mr. Hernandez, RedSpeed Project Engineering Manager, spoke on the speed camera program. Mr. Hernandez discussed the type of technology and the testing procedures that they use. Mr. Hernandez discussed the recent calls to citizens regarding infractions. Acting City Attorney Murnane spoke on the speed camera program. Mr. Murnane discussed his review of the program. Tom Corboy, 16 Spa View Circle, Annapolis, MD 21401 was called to speak. Mr. Corboy spoke in opposition to the speed camera on Cedar Park Road. Randall Adams, 3 Bristol Drive, Annapolis, MD 21401. Spoke on the Speed camera City of Annapolis Page 1 Public Safety Committee Standing Committee Minutes - February 20, 2014 Final program. Major Baker spoke about our internal auditing process. Acting City Attorney Murnane discussed the internal audit being performed by his office. Mr. Hernandez discussed refinements to the program. 5.
