General Discussion ID-47-17 Calendar Year 2016 Goals Update Fire Chief Stokes gave a presentation on the discussion topic and spoke on the Increase in the Insurance Service Office (ISO) rating, the commercial fire insurance rates, becoming a Class 1 Fire Department, Fire Flow Modeling, and answered questions from the committee. This Informational Item was presented ID-48-17 Calendar Year 2017 Goals Fire Chief Stokes gave a presentation on the discussion topic and spoke on the Inoperable Radio Communication Upgrade and answered questions from the committee. This Informational Item was presented ID-49-17 Review of Departmental Funeral Policy Fire Chief Stokes gave a presentation on the discussion topic and spoke on the non- line of duty fire fighter death, volunteer & honorary members of the fire department, the establishment of a family liaison, the fire department policy and procedure manual and answered questions from the committee. This Informational Item was presented ID-50-17 Calendar Year 2016 Overview Fire Chief Stokes gave a presentation on the discussion topic and spoke on the no fire related deaths in the City of Annapolis, smoke detectors and CO2 monitor program, the bomb squad, the (SAFER) grant program, the hiring and diversity stats, and answered questions from the committee. This Informational Item was presented ID-51-17 Continuity of Government Plan (COG) Deputy Director Mandell gave an update on the discussion topic and spoke on the essential functions in the face of crisis, the line of succession, the Memorandum of Understanding (MOU) between the City of Annapolis and Anne Arundel County Schools, changing legislation to allow the City Council to convene an emergency meeting without prior notice, the Maryland Open Record Act, and answered questions from the committee. This Informational Item was presented ID-55-17 APD Strategic Plan Acting Police Chief Baker gave a presentation of the discussion topic and spoke on the Annapolis Police Department mission statement, APD core values, the community policing approach, community safety, community outreach, retention plan, training and education, career development goals, and answered questions from the committee. This Informational Item was presented ID-53-17 APD Community Outreach Acting Police Chief Baker gave a presentation on the discussion topic and spoke on the various community outreach efforts, patrol units, special operations, and administrative staff participation in the community policing effort, in-service training, community tools, coffee with a cop and answered questions from the committee. Doug Smith, 5 Revell Street, Annapolis, Maryland 21401 was present and spoke on community outreach programs, building good character, career paths, The homework program, employee participation in community programs and answered questions from the committee. This Informational Item was presented ID-46-17 Update on 1.2 Million Dollar Expenditure Acting Police Chief Baker gave a presentations on the discussion topic and spoke on APD hiring, CCTV & body worn cameras, License Plate Recognition (LPR), advertising, the last testing phase of body worn cameras, funding a counselor for mobile crisis and a 1/4 time coordinator, crisis intervention training, salaries, maintenance cost for cameras, the timeline for body camera's and answered questions from the committee. Next meeting Wednesday, March 1, 2017 at 4 p.m. in the Council Chambers This Informational Item was presented ID-44-17 Public Safety, Health, Education, and Career Development Plan Attachments: CITY OF ANNAPOLIS - CITY COUNCIL - PUBLIC SAFETY STANDING COMMITTEE REPORT - ID-44-17 (1).docx Alderwoman Pindell Charles gave a presentation on the topic of discussion and spoke on the community ambassador program, the Memorandum of Understanding (MOU) between the City of Annapolis and Anne Arundel County Public Schools to hire four community ambassadors, the Black History Club, the city-wide crisis response team, the Annapolis Police Department (APD) celebrating 150 Years, the Housing Authority City of Annapolis (HACA), the Low income housing communities, the street corner ministries coalition, the National League of Cities "Let's Move" campaign, "Pass, Pick, and Play program", the Charting Careers program, the National Sailing Hall of Fame, a Maritime Career fair, a College Fair at Anne Arundel Community ( AACC), the Anne Arundel County Department of Health "Strengthening Families Program", Counseling and Therapy Services, the Opportunities Industrialization Center (OIC), the"Queens of the Future Empowerment" program, free transportation shuttle service, home ownership workshop and seminar, the Anne Arundel Workforce Development Corporation, Baltimore Gas & Electric (BGE) initiatives in the City of Annapolis and answered questions from the committee. This Informational Item was presented ID-13-17 Annual Standing Committee Election Alderman Paone moved to elect alderwoman Finlayson as chair of the Public Safety Committee. Alderman Paone moved to approve the appointment of Alderwoman Finlayson as Chair of the Public Safety Committee. Seconded. CARRIED on voice vote.
