Call To Order Chairwoman Finlayson called the meeting to order at 5:01 p.m. Roll Call Present: 3- Alderman Paone, Alderwoman Finlayson and Alderwoman Pindell Charles 2. General Discussion ID-134-17 Update on New Initiatives Attachments: New Initiatives Update 417.doc Acting Police Chief Baker gave a overview of the discussion topic and spoke on the Annapolis Police Departments 21 new initiatives and answered questions from the committee. Status of the12 new initiatives: Park Walk &Talk- foot patrol. (In progress) Next door- a new edition of Neighborhood watch. (In progress) Coffee with a Cop in Church- engaging residents at church first meeting at Asbury United Methodist Church next scheduled at First Christian Community Church at the end of April 2017. (In progress) Mobile Crisis Response Counselor- 1 full time counselor & 1 part- time coordinator for mobile crisis. (Memorandum of Understanding signed) All Hands on Deck- takes all available administration staff and put them out on the street on Monday's. (In progress) Gun Arrest Follow up- to make contact with individuals released and pending trial to offer services, if needed. (in progress) Targeted Gun Enforcement - camera's and monitors used to scan where officers are deployed in areas and during times where incidents are likely to occur in partnership with Maryland State Police, the County's & Heroin Task Force. (In progress) Annapolis Top Ten- the top ten individuals involved in serious crime are identified. (In progress) Safe Stations- (New) Any drug addicted person can go into any fire station and request assistance.(Target date 4/20/17) Safe Streets - (New) expanding Safe Streets program. (Target date 5/10/17) City of Annapolis Page 1 Public Safety Committee Standing Committee Minutes April 10, 2017 Initiatives that will wait for the new Chief of Police: Annapolis Police Department Advisory Board - comprised of civic leaders that meet with the police chief to talk about community concerns. (Waiting for appointment of the new chief) Police Foundation- to create a privately funded foundation that can raise money to be used for police initiatives, community outreach and equipment. (Waiting for the appointment of the new chief) This Informational Item was presented ID-135-17 Postponement of Promotional Testing Acting Chief Baker gave an overview of the discussion topic and spoke on the promotional process, union discussion on who is eligible to take the test, cleaning up language in the general order and defining what is an assessment, the new promotional testing date in September 2017 and answered questions from the committee. This Informational Item was presented ID-133-17 Stanton Center Winter Relief Summary Deputy Fire Chief Simmons gave an overview of the discussion topic and spoke on the Stanton Center Winter Relief Program motto: "No One Dies on the Streets of Annapolis from Exposure", the program not only serves the homeless population, but also families with Baltimore Gas & Electric emergencies, people stranded overnight in the city and also used by the police department to transport people exposed to the elements and answered questions from the committee. Office Associate Queen gave an overview of the discussion topic and spoke the 2016/2017 season at the Stanton Center, the 308 people served over 27 activations December- March, the meals donated by local businesses, the standard for opening the warming shelter and answered questions from the committee. Justin Bieler, Homeless Coordinator for Annapolis and Anne Arundel County Department of Social Services spoke on the homeless population in the City of Annapolis, an estimate of 15-20 people call the streets in the City of Annapolis downtown area their home, the Arundel House of Hope Winter Relief Program, partnered with "People Encouraging People", Anne Arundel County's homeless population 150-200 people, the Bates Legacy homeless camp, vacant campsite in the City of Annapolis and answered questions from the committee. This Informational Item was presented Alderman Kirby was present and spoke on grant funding, the cost of services for a five year period. 4. Legislation before Committee O-5-17 Equal Protection Of Law In Annapolis - For the purpose of amending the Code of the City of Annapolis to incorporate provisions applicable to City employees in the performance of their duties and to establish an additional mechanism for sanctioning employees failing to fulfill their duties in accordance with applicable City, State and Federal laws. Aye: 2- Alderman Paone and Alderwoman Pindell Charles Nay: 1- Alderwoman Finlayson R-7-17 Equal Protection CommissionTASK FORCE - For the purpose of creating a TEMPORARY ADVISORY TASK FORCE Commission to study and COMMISSIONED TO provide the Mayor and City Council with a public forum FOR STUDYING AND PREPARING REPORTS ABOUT THE ISSUES OF FOREIGN-BORN RESIDENTS OF THE CITY OF ANNAPOLIS to recommend and act to understand, mandate and enforce “equal protection under the law” in Annapolis; and all matters relating to said CommissionTASK FORCE.
