1. Call To Order
Madam Chair Finlayson called the meeting to order at 5:05 p.m.

Present: 3- Alderman Paone, Alderwoman Finlayson and Alderwoman Pindell Charles
2. Business before Committee
Approval of Minutes
Alderwoman Finlayson moved to approve. Seconded. CARRIED on voice
vote.
Aye: 2- Alderman Paone and Alderwoman Finlayson
Absent: 1- Alderwoman Pindell Charles
PSC071717 Approval of Minutes for the Regular Meeting
3. Legislation before Committee
O-36-17 Wheel Immobilization Devices - Prohibited - For the purpose of prohibiting
the use of wheel immobilization devices on vehicles parked on public or private
property in the City of Annapolis.
Police Chief Baker was present and answered questions from the committee.
City Manager Andrews was present and answered questions from the committee. Stated
that there was a difference of opinion between the administration and the Transportation
Board as to whether or not "booting" should be allowed on private property.
Alderman Budge was present and addressed the committee. Stated that the
Transportation Board recommended that the booting of vehicles is a matter between to
private parties and that the City should not intervene. He also stated that the Committee
should take into consideration the stance of the private parking lot operator in reference
to how would he or she enforce their parking rules if this legislation is passed. The
Transportation Board opposes the legislation.
Alderman Paone suggested private lots posts signs so that an individual will know what
they are getting into by parking there.
Madam Chair motioned to postpone until the Transportation Committee amends the
legislation.
Alderwoman Finlayson moved to postpone. Seconded. CARRIED on voice vote.

O-37-17 Parking Places and Parking Lots - For the purpose of repealing in its entirety
Chapter 12.28 concerning registration of parking places and parking lots; and matters
generally relating to parking places and parking lots.
Alderman Budge stated that lots should post any enforcement information i.e. methods,

phone numbers, and costs.
Police Chief Baker was present and answered questions from the committee.
City Manager Andrews suggested to let the Transportation Committee propose an
amendment.
Alderwoman Finlayson moved to postpone. Seconded. CARRIED on voice vote.
Aye: 3- Alderman Paone, Alderwoman Finlayson and Alderwoman Pindell Charles
O-40-17 Residential Parking Permit Amendments - For the purpose of requiring a
parking sticker in addition to a registered license plate in Parking Districts 1 and 2.
Alderman Budge spoke on behalf of the downtown residents who would like to bring back
the parking stickers on the cars to be able to know that a car belongs on their street.
Parking contractor will continue to enforce by license plate recognition but will respond to
residents who inquire about a car without a sticker. The cost of the stickers will be
about $3000 and will be the responsibility of the City.
Alderwoman Pindell Charles moved to recommend favorably. Seconded.
CARRIED on voice vote.

fine for use of wheel immobilization devices in the City of Annapolis.
Postponed along with the companion O-36-17
Alderman Paone moved to postpone. Seconded. CARRIED on voice vote.

R-24-17 Parking Places and Parking Lots - Fees - For the purpose of repealing the
annual fee for a certificate of registration for parking lots and parking places; and the
annual license fee for conducting a parking lot or parking station incident to another
business.
Postponed along with companion O-37-17
Alderwoman Pindell Charles moved to postpone. Seconded. CARRIED on voice
vote.
