Call To Order Chairwoman Finlayson called the meeting to order at 5:05 p.m. Present: 3- Alderman Paone, Alderwoman Finlayson and Alderwoman Pindell Charles Roll Call Present: 3- Alderman Paone, Alderwoman Finlayson and Alderwoman Pindell Charles 2. Business before Committee a. Approval of Minutes PSC091417 Approval of Minutes for the Regular Meeting Alderman Paone moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Paone, Alderwoman Finlayson and Alderwoman Pindell Charles 3. Legislation before Committee O-36-17 Wheel Immobilization Devices - Prohibited - For the purpose of prohibiting the use of wheel immobilization devices on vehicles parked on public or private property in the City of Annapolis. Department of Transportation Director Gordon was present and answered questions from the Committee. Alderman Budge was present and explained that the Transportation Board and Committee reviewed this legislation and that the Board recommended rejecting O-36-17 and it's related Resolutions. Alderman Paone agreed with the findings of the Transportation Board, as well as Alderwoman Pindell-Charles. Alderman Paone moved to recommend unfavorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Paone, Alderwoman Finlayson and Alderwoman Pindell Charles R-23-17 Wheel Immobilization Devices - Fine - For the purpose of establishing the fine for use of wheel immobilization devices in the City of Annapolis. Alderman Budge was present and answered questions from the Committee. Alderman Paone moved to recommend unfavorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Paone, Alderwoman Finlayson and Alderwoman Pindell Charles R-33-17 Parking Places and Parking Lots - Fine - For the purpose of establishing a fine for a violation of Chapter 12.28 of the Code of the City of Annapolis concerning the operation of parking places and parking lots. Alderman Budge was present and answered questions from the Committee. Alderman City of Annapolis Page 1 Public Safety Committee Standing Committee Meeting October 16, 2017 Minutes Paone would like to amend this legislation to establish a second offense for $500. Alderman Paone moved to recommend R-33-17 with amendment that follows: Page 1, line 31, in table, under Fine for Repeat or continuous Violations, strike "$250.00" and insert: "$500.00". Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Paone, Alderwoman Finlayson and Alderwoman Pindell Charles O-37-17 Parking Places and Parking Lots - For the purpose of repealing in its entirety AMENDING Chapter 12.28 concerning registration of parking places and parking lots; and matters generally relating to parking places and parking lots. Alderman Budge was present and walked the Committee through the proposed amendments. Alderman Paone expressed his concern about the size of the lettering for the required signage on the Lots; he felt that it was too small. Alderwoman Pindell-Charles asked if 1" lettering would be hard to see at night. Director Gordon explained that the lettering is reflective so that it is visible at night or in bad weather. Chairwoman Finlayson asked where the sign would be placed. Director Gordon responded that he would recommend multiple signs. Chairwoman Finlayson asked that a provision be added to the sign informing patrons who to contact from the City if a patron returns to a Lot and there is no attendant present. Alderman Paone moved to recommend with amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Paone, Alderwoman Finlayson and Alderwoman Pindell Charles R-24-17 Parking Places and Parking Lots - Fees - For the purpose of repealing the annual fee for a certificate of registration for parking lots and parking places; and the annual license fee for conducting a parking lot or parking station incident to another business. Alderman Budge was present and answered questions from the Committee, and stated that he would like this resolution endorsed. Alderwoman Pindell Charles moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Paone, Alderwoman Finlayson and Alderwoman Pindell Charles R-27-17 Hate Free Zone - For the purpose of declaring Annapolis as a Hate-Free Zone; condemning any and all groups operating within the United States that use hate as their motivation, including white supremacists, neo-Nazis, the KKK, and other hate groups whose rallies most recently led to the violence, death, and injuries in Charlottesville, Virginia; and putting such groups on notice that the City of Annapolis is hereby declared a Hate-Free Zone, and that any attempt to divide this city through hateful or violence actions will not be tolerated. Alderman Paone thinks that the wording of this legislation needs work. Motion to take no action was made. General Discussion ID-319-17 Update on the SAFE Stations Progam Fire Chief Stokes, Deputy Chief Simmons, and Fire Chief O'Malley spoke about the Program. There are (245) participants; (45) within the City of Annapolis. It is continuing to grow and becoming very successful. The Fire Department is trying to come up with solutions to help with the growing of the program in terms of man power. Fire Chief Stokes stated that the Mobile Crisis Team has been really overwhelmed. Deputy Chief Simmons stated that they received $286,000.00 of which $200,000.00 went towards another Crisis Response Team. That allowed them to gain (2) additional people. However, the Program has become so successful that staffing is a major concern. Alderman Paone asked about the success rate. Fire Chief Stokes stated that 60% of the people are still receiving treatment. Alderwoman Pindell-Charles asked why do they feel the program is so successful. Fire Chief Stokes replied that he felt people are more comfortable coming into to a Fire Station. ID-322-17 Community Outreach Police Chief Baker spoke about a Community meeting that was held with the Harbor House, Eastport Terrace, and President Street residents as a result of concerns raised by citizens at a previous Council meeting. They discussed what would help the Community in regards to the violence in the City. Jobs, safety, education access, community services, and transportation were among some of the topics. A follow up meeting will be held in November. Police Chief Baker felt that the meeting was very positive and that Community Policing is heading in the right direction. The residents and the Community want the meetings to continue. He also spoke about the Trunk or Treat events that the Police Department sponsor. ID-323-17 Opioid Treatment Bed Solution Deputy Chief Simmons was present and clarified that it is not only an Opioid Treatment Bed, but just a Treatment Bed Solution to assist anyone with an addiction. Emergency Planner Hudson stated that they have been working with Treatment Centers to locate beds. Treatment Centers are required to send numbers within an hour at opening and an hour of closing. This info is sent to a Bed Board. They are able to filter searches by bed type, contact information for Centers, as well as directions to the Center. This saves the Crisis Response Team time in finding beds for participants. Pathways, Harbour House, Arundel Lodge, and few others in the County are among some of the Treatment Centers that are participating in the Program. Chairwoman Finlayson asked if the Program is only limited to Treatment Centers in the City and the County. Deputy Chief Simmons replied that Crisis Response is under contract to only work in the City and the County. ID-324-17 Review of Annual Poster Contest Winners’ Recognition Day Deputy Chief Simmons was present and discussed the Poster Contest. Office of Emergency Management Exercise Training and Outreach Coordinator Thomas was present and discussed the process of picking the winners of the poster contest. It takes place during National Preparedness Month, which is in September. (85) posters were collected from St. Mary's and (12) from St. Martins; West Annapolis Elementary and Tyler Heights Elementary participated as well. There were a total of (15) winners.
