Call To Order
Chairwoman Pindell Charles called the meeting to order at 4:03 p.m.
Roll Call
Alderman Gay arrived at 4:30 p.m.
Present: 2- Alderwoman Pindell Charles and Alderman Paone
Absent: 1- Alderman Gay
Approval of Agenda (any changes to the agenda should be made here)
Alderman Paone moved to adopt the Regular Meeting Agenda. Seconded. The
motion carried by the following vote:
Aye: 2- Alderwoman Pindell Charles and Alderman Paone
Absent: 1- Alderman Gay

Alderman Paone moved to approve the minutes for the Regular Meeting.
Seconded. A roll call vote was taken. The motion CARRIED by the following
vote:
Aye: 2- Alderwoman Pindell Charles and Alderman Paone
Absent: 1- Alderman Gay

SA-24-21 Fire Department
Maryland Institute for Emergency Medical Services Systems
Revenue: State Operating Grant Revenue - Maryland Institute for
Emergency Medical Services Systems ($2,000.00)
Expenditure: State Operating Grant Expense - Maryland Institute for
Emergency Medical Services Systems ($2,000.00)
Alderman Paone moved to recommend favorably SA-24-21. Seconded. A
roll call vote was taken. The motion CARRIED by the following vote:
Aye: 2- Alderwoman Pindell Charles and Alderman Paone

Fire Chief Remaley, Police Chief Jackson, and Deputy Police Chief Brandford
were present and answered questions from the Committee.

3. Legislation before Committee
R-65-20 Drug-Loitering Free Zones - Repeal of Fines - For the purpose of repealing
fines in the Fiscal Year 2021 Fines Schedule for violations concerning loitering in
Drug-Loitering Free Zones.
Alderman Paone moved to recommend favorably R-65-20. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:
Aye: 3- Alderwoman Pindell Charles, Alderman Paone and Alderman Gay
O-5-21 Tucker Street Launching Facility - For the purpose of providing procedures
for use of the Tucker Street launching facility; providing certain definitions;
establishing acceptable proofs of residency for issuance of certain permits; and
providing penalties for violations.
Alderwoman Tierney was present and addressed the Committee
Alderman Paone moved to recommend favorably O-5-21. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:
Aye: 3- Alderwoman Pindell Charles, Alderman Paone and Alderman Gay
O-19-19 Adequate Public Facilities - Auto transportation facilities - For the purpose
of clarifying the circumstances that would require a traffic impact analysis for a
proposed project; clarifying the standards to be used to determine adequacy; and
generally relating to the adequacy of auto transportation facilities.
Alderwoman Tierney was present and addressed the Committee.
Alderman Paone moved to postpone O-19-19 until the next Public Safety
Committee Meeting. Seconded. A roll call vote was taken. The motion
CARRIED by the following vote:
Aye: 3- Alderwoman Pindell Charles, Alderman Paone and Alderman Gay
