Chambers, Jr. City Council Chambers Public Safety Committee Public Safety Committee Standing Committee Meeting June 30, 2021 Minutes Call To Order Chairwoman Pindell Charles called the meeting to order at 4:09 p.m. Roll Call Present: 3- Alderwoman Pindell Charles, Alderman Paone and Alderman Gay Approval of Agenda (any changes to the agenda should be made here) Alderman Gay moved to adopt the Special Meeting Agenda as amended to change the order of the agenda. The motion carried by the following vote: Aye: 3- Alderwoman Pindell Charles, Alderman Paone and Alderman Gay 1. Business and Miscellaneous Approval of Minutes PSC06.14.2 Approval of Minutes for the Special Meeting 1 Attachments: PSC06.14.21 Alderman Gay moved to approve the minutes for the Special Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Pindell Charles, Alderman Paone and Alderman Gay Appointments and reappointments to Committees AP-35-21 The Re-Appointment of Adam G. Cohen to the Public Safety Disability Retirement Board Attachments: Resume Alderman Paone moved to recommend favorably AP-35-21. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Pindell Charles, Alderman Paone and Alderman Gay AP-36-21 The Re-Appointment of Joseph Semo to the Police and Fire Retirement Commission Attachments: Resume Alderman Paone moved to recommend favorably AP-36-21. The motion CARRIED by the following vote: Aye: 3- Alderwoman Pindell Charles, Alderman Paone and Alderman Gay Presentations City of Annapolis Page 1 Public Safety Committee Standing Committee Meeting June 30, 2021 Minutes ID-146-21 State Compliance with Law Enforcement Reforms Discussion: Review State Legislation Compliance Attachments: Finance Commitee PP Opening Remarks, APD Chief Edward Jackson Comments, APD Deputy Chief Stanley Brandford Introduction/Overview, APD Administrative Manager Ronda McCoy Police Administrative Manager McCoy, and Assistant City Attorney Berger, were present and answered questions from the Committee. Chairwoman Pindell Charles would like an update from APD each month regarding the progress. 2. Legislation before Committee O-4-21 Medical Cannabis Dispensaries - For the purpose of allowing medical cannabis dispensaries in certain zoning districts within the City of Annapolis; and adding a definition. THIS USE MAY NOT BE LOCATED WITHIN A TWO MILE RADIUS OF ANY OTHER LICENSED PREMISES OF A LICENSED DISPENSARY OF MEDICAL CANNABIS.”. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderwoman Pindell Charles and Alderman Paone Nay: 1- Alderman Gay Alderman Gay moved to recommend favorably O-4-21. Seconded.
