Chambers, Jr. City Council Chambers 1. Call To Order The Chair called the Meeting to order at 4:02 p.m. Present: 3- Alderwoman Pindell Charles, Alderwoman Finlayson and Alderman Arnett 2. Legislation before Committee O-25-14 Funding Purchase of Service Credits for Certain Employees in the Police and Fire Retirement Plan - For the purpose of authorizing the City of Annapolis to fund all or a portion of the cost of purchasing service credits or any actuarial or other fees and costs for certain employees in the Police and Fire Retirement Plan; and specifying that the City of Annapolis shall have the authority to determine the respective percentages that a certain employee and the City of Annapolis shall contribute towards the cost of purchasing service credits or any actuarial or other fees and costs towards participation in the Police and Fire Retirement Plan. Alderwoman Finlayson asked if there is language to discuss how long an employee needs to be in a vested position. Mr. Rensted responded 10 years. Alderwomen Finlayson moved to recommend favorably . Aye: 3- Alderwoman Pindell Charles, Alderwoman Finlayson and Alderman Arnett R-30-14 Michael Anthony Peroutka - For the purpose of expressing the sense of the City Council’s opposition to Anne Arundel County Council candidate Michael Anthony Peroutka’s extremist views on civil rights and public education. Seconded. CARRIED on voice vote. Aye: 2- Alderwoman Pindell Charles and Alderwoman Finlayson Nay: 1- Alderman Arnett O-10-14 Legal Counsel to Board of Supervisors of Elections - For the purpose of authorizing the Board of Supervisors of Elections to engage outside legal counsel during specified periods of time in the municipal election cycle. Alderwomen Finlayson asked questions about the fiscal note. Alderman Arnett proposed a Section D be added to the fiscal note. Assistant City Attorney Gary Elson will get put some language together on admendment. Alderwoman Finlayson moved to recommend favorably with proposed Rules Committee Amendments. Seconded. General Discussion ID-320-14 Alcoholic Beverage Control Board - Rules and Regulations Attachments: proposed revised Rules and Regs100114 Assistant City Attorney Gary Elson discussed the revisions made some by some of the licensees at the meetings and indicated that the Board has completed its findings. Alderman Arnett said that the only issues raised at the meeting by the licensees involved open doors and windows. The Committee wanted to know how the Alcohol Beverage Control Board report coincides with the CCRABL report indicating that recommendations 1 and 4 were accepted. Ms. Whitney Chellis discussed eight proposed changes to the ABCB Rules and Regulation Revisions. Alderman Arnett said that it was requested that the ABCB become more actively involved in looking at the liquor license fees and that there be more inspectors. Mr. Elson responded that the Board believes that the issue of fee structure falls under the Council's jurisdiction and does not believe that they as a quasi-judicial board should City of Annapolis Page 2 Rules & City Government Standing Committee Minutes October 14, 2014 Committee be responsible for fee issues. He also expressed the Board's sentiments regarding the eight recommendations proposed by Ms. Chellis. Mr. Brian Callahan discussed the ABCB process. He noted that there was discussions for annual meetings with the ABCB, license holders, City departments and the Council to also include the CCRABL but this has not been followed through with. The Committee agreed with Ms. Chellis comment that the citation should not be waived at the disciplinary hearings. Mr. Elson responded to a comment from Ms. Chellis regarding centralizing all of the information at these disciplinary hearings stating that the information is centralized at the Law Office. He agreed to share the Council's comments with the ABCB and will notify them that Council will be proposing a Resolution to include some of the proposed recommendation. Alderwoman Finlayson moved to support the revisions to the ABCB Rules and Regulations as well as additional things such reviving the CCRABL and reengaging with the ABCB. Mr. Elson agreed to ask Dr. Sally Nash to distribute a copy of the CCRABL report to each of the Council members. 5.
