Committee
1. Call To Order
The Chair called the Meeting to order at 4:07 p.m.
Present: 3- Alderwoman Pindell Charles, Alderwoman Finlayson and Alderman Arnett
2. Legislation before Committee
O-7-14 City Budget: Referrals to the Financial Advisory Commission and City
Grants to Non-Profit Organizations - For the purpose of authorizing the
referral of the annual operating budget and capital budget with the capital
improvement program to the Financial Advisory Commission upon
introduction of the ordinances before the City Council; revising City
standards for making operating and/or capital grants to non-profit
organizations; and the reporting process for recipients of operating and/or
capital grants.

Alderman Arnett talks about the potential changes to O-7-14, and concerns about the
process being restrictive and therefore discouraging to the grant receiving organizations.
Alderwomen Finlayson speaks about the possibility of this legislation being split into two
bills. Alderman Littmann offers a report on the legislation. Chief of Community
Development Wellman speaks regarding the quarterly reports. Ms. Wellman speaks
about the risk between capital money and services in terms of what is required. The
Committee talks about establishing a internal audit committee. Alderman Budge speaks
regarding his concerns of not having a clear picture of the services that are provided
through our grants. Alderwoman Finlayson suggest that the legislation be divided up so
that the parts that the committee are in agreement with can be approved, and additional
work be done with parts of the legislation in question. Alderman Budge suggest that one
entity be responsible for the review of grants. Alderman Littmann proposes that the
legislation be kept together, and postponed as needed in 3 month increments to allow
time to work on the legislation. Ms. Wellman is asked to come up with some suggestions
on who will be on the committee to review the process. The Committee agrees to divide
the legislation, and have the newly formed committee review the remaining language.
Amendments:
#1 Remove language beginning with page 3 line 7 onward through page 4
#2 Recommend newly formed committee headed by Ms. Wellman review the deleted
language and report back to the committee in 3 months with suggestions or a progress
report.
Alderwoman Finlayson moved to recommend with amendments. Seconded.
CARRIED on voice vote.

O-31-14 Technical Corrections to the Zoning Code- For the purpose of amending
sections of Title 2, Title 20, and Title 21 to be consistent with the Land Use
Article of the Annotated Code of Maryland.

Alderwoman Finlayson inquires about the purpose of the legislation. Dr. Nash Acting
Director of Planning and Zoning gives a explanation on conformity vs. consistency.
Assistant Attorney Elson reports on the legislation. Alderwoman Finlayson states that the
Comprehensive Plan is meant to be used as a guide. Alderwoman Pindell Charles is
comfortable with the dialogue presented. The Committee discussed the proposed
amendments made to the legislation.
#1 Amendment: Alderman Arnett requested that an amendment be made to pg. 13 line
14-16 giving notification of decisions made by Boards and Commissions to all council
members.
#2 Amendment: Page 33 second column left change C1/ CS1 for St. Mary's to proceed
with their renovations.
Committee recommended with amendments pending word enhancements from the Office
of Law on notifications & variances.
Alderwoman Finlayson moved to recommend with amendments. Seconded.
ARRIED on voice vote.

O-33-14 Revisions to the City Code Designating the Risk Management
Responsibility to the City of Annapolis Finance Department- For the
purpose of amending the provisions of the City Code to reflect that Risk
Management responsibility is designated to the City of Annapolis Finance
Department.

O-37-14 Lease of City Property to Chesapeake Children’s Museum - For the
purpose of approving a lease between the City of Annapolis and the
Chesapeake Children’s Museum for a portion of the City-owned building
located at 25 Silopanna Road, Annapolis, Maryland; and all other matters
related to said lease with the Chesapeake Children’s Museum.
