3. Legislation before Committee
O-53-15 City Council Consent Calendar - For the purpose of amending the Rules of
Procedure to permit certain agenda items to be voted upon as a single
group under a Consent Calendar category of the City Council Meeting
Agenda.

City Clerk Watkins -Eldridge gave a overview of the legislation and answered questions
from the committee Legislative & Policy Analyst Lee was also present to answer
questions from the committee.
Alderwoman Finlayson moved to recommend O-53-15 favorably with the
following staff amendment amendment #1 On page 2, line 22, strike "AND
CONSENT CALENDAR." Alderman Budge was available and addressed the
committee regarding the legislation. Seconded. CARRIED on voice vote.
Aye: 3- Alderwoman Pindell Charles, Alderwoman Finlayson and Alderman Arnett
Alderwoman Finlayson moved to recommend O-53-15 (staff amendment as
amended by the Rules and City Government Committee) #2 On page 3, lines
18-20 strike existing language and replace with the following: "UPON RECIEPT
OF THE DRAFT AGENDA MEMBERS OF THE CITY COUNCIL SHALL NOTIFY THE
CITY CLERK OF ANY ITEMS THEY WISH TO HAVE REMOVED FROM THE CONSENT
CALENDAR PRIOR TO PUBLICATION OF THE FINAL AGENDA." Seconded.

Alderwoman Finlayson moved to recommend O-53-15 with the new Rules and
City Government amendment to change the order of business. Amendment #1 on
page 2, lines 23-29 as amended to read as follows: "Petitions, Reports and
Communications", "Approval of Consent Calendar, Approval of the Journal of
Proceedings, Public Hearings, Legislative Actions and Business and
Miscellaneous." Seconded. CARRIED on voice vote.

Alderwoman Finlayson moved to recommend O-53-15 (staff amendment) #3 On
page 3, lines 31-37 strike existing language. Seconded. CARRIED on voice vote.

Alderwoman Finlayson moved to recommend O-53-15 with the (Budge
Amendment) #1 On page 3, line 23, Delete "AGENDA AND" Seconded. CARRIED
on voice vote.

Alderwoman Finlayson moved to recommend O-53-15 favorably. Seconded.

O-36-15 Adequate Public Facilities - For the purpose of adding review criteria and
certification for adequate school facilities to Title 22 of the Code of the City
of Annapolis; and matters generally relating to the adequacy of school
facilities.

Planning and Zoning Director Gutwald was available to answer questions from the
committee. Fred Delavan, 170 Jennifer Road, Suite 240, Annapolis, Maryland 21401
representing Blumenthal, Delavan, Powers and Palmer P.A. spoke in opposition of the
legislation.
Chairman Arnett moved to recommend favorably O-36-15. Motion Failed for Lack
of Second.
Alderwoman Finlayson moved to postpone O-36-15. Motion Failed for Lack of
Second
