Call To Order Chairman Arnett called the meeting to order at 4:11 p.m. Roll Call Present: 3- Alderwoman Pindell Charles, Alderwoman Finlayson and Alderman Arnett 2. Business before Committee Approval of Minutes RCG030116 Approval of Minutes for the Regular Meeting Attachments: RCG03.01.16 Alderwoman Pindell Charles moved to approve. Seconded. CARRIED on voice vote. Aye: 3- Alderwoman Pindell Charles, Alderwoman Finlayson and Alderman Arnett 3. Legislation before Committee O-08-16 Title 7 - Business Licenses, Taxes and Regulations - For the purpose of amending Chapter 7.40 to provide for the regulation of peddlers, hawkers, and itinerant merchants within the City. Planning and Zoning Director Gutwald was present and spoke on For Profit and Non- Profit Organizations and Zoning Classifications. Assistant Director Brown was also present and a spoke on Non-Profit vs. For Profit Peddlers Permits. Alderwoman Finlayson moved to postpone O-08-16 until the May 10, 2016 meeting of the Rules and City Government Committee. Seconded. CARRIED on voice vote. This Charter Amendment was postponed until the April 20, 2016 Special Meeting of the Rules and City Government Committee. O-12-16 City of Annapolis Departmental Reorganization - For the purpose of dissolving the Human Resources Department and the Department of Neighborhood and Environmental Programs; creating the Office of Environmental Policy; reassigning certain duties and granting certain authority to the Department of Finance, Department of Planning and Zoning, the Department of Public Works and the City Manager, and all matters generally relating to such departmental reorganization.
