Legislation before Committee CA-1-16 Departmental Reorganization - For the purpose of amending the Annapolis Charter concerning: dissolving the Department of Human Resources and the Department of Neighborhood and Environmental Programs; and reassigning certain duties and granting certain authority to the Department of Finance, the Department of Planning and Zoning, the Department of Public Works and the City Manager. Seconded. CARRIED on voice vote. Aye: 3- Alderwoman Pindell Charles, Alderwoman Finlayson and Alderman Arnett City Manager Andrews was present to answer questions from the committee. Alderwoman Finlayson moved to recommend favorably CA-1-16 as amended to include a new Rules and City Government Amendment #1 On page 2, line 38 strike: and. Seconded. CARRIED on voice vote. Aye: 3- Alderwoman Pindell Charles, Alderwoman Finlayson and Alderman Arnett Alderwoman Pindell Charles moved to recommend CA-1-16 with Alderman Budge's Proposed amendments 1-2. Seconded. CARRIED on voice vote. Aye: 3- Alderwoman Pindell Charles, Alderwoman Finlayson and Alderman Arnett Alderwoman Finlayson moved to recommend favorably CA-1-16 as amended to include a Rules and City Government Amendment #2 On page 3 line 14, City of Annapolis Page 1 Rules & City Government Standing Committee Minutes April 20, 2016 Committee Unstrike:Finance Department and Strike: Finance and Administration. Seconded. CARRIED on voice vote. Aye: 3- Alderwoman Pindell Charles, Alderwoman Finlayson and Alderman Arnett O-12-16 City of Annapolis Departmental Reorganization - For the purpose of dissolving the Human Resources Department and the Department of Neighborhood and Environmental Programs; creating the Office of Environmental Policy; reassigning certain duties and granting certain authority to the Department of Finance, Department of Planning and Zoning, the Department of Public Works and the City Manager, and all matters generally relating to such departmental reorganization. Alderman Arnett moved to postpone consideration of O-12-16 until the May 10, 2016 meeting of the Rules and city Government Committee. Seconded. CARRIED on voice vote.
