Alderwoman Pindell Charles moved to recommend favorably the Pindell-Charles amendments 1-10 as written (see attached.) Seconded. CARRIED on voice vote. Aye: 3- Alderwoman Pindell Charles, Alderwoman Finlayson and Alderman Arnett Department of Neighborhood and Environmental Programs Director Broadbent was present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably the Budge amendments 1-14 as amended (See attached). Seconded. CARRIED on voice vote. Alderman Budge was present and spoke on his proposed amendments. Aye: 3- Alderwoman Pindell Charles, Alderwoman Finlayson and Alderman Arnett O-08-16 Title 7 - Business Licenses, Taxes and Regulations - For the purpose of amending Chapter 7.40 to provide for the regulation of peddlers, hawkers, and itinerant merchants within the City. Planning and Zoning Director Gutwald, Economic Development Manager Minor and Recreation & Parks Director Morris were also present and answered questions from the committee. Chuck Walsh, 12 Southgate Avenue, Annapolis, Maryland 21401 representing the Annapolis Arts District spoke on competition to existing businesses, the new demographics present in our city and advocating for less fee's and charges posed on new small businesses. Eric Evans, 38 City Gate Lane, Annapolis, Maryland 21401 spoke on food trucks, limitations placed on small businesses in the city, City Festivals and the effect of overflow events on businesses in the City of Annapolis Frank Diventi, 26 West Street, Annapolis, Maryland 21401, Chief Marketing Officer, spoke on the Annapolis Film Festival, The Military Bowl, The Chocolate Festival, Tourism, Pop up Shop's, the best marketing is "Word of Mouth." and Annapolis being City of Annapolis Page 2 Rules & City Government Standing Committee Minutes May 10, 2016 Committee named the 5th best city for college traveler's. Kevin Kolvak, 400 Chester Avenue, Annapolis, Maryland 21403 representing Davis' Pub spoke on their clientele being proprietory customers, food trucks, Food Sales, Liquor Licenses and the food to liquor ratio. Mike Thomasini, 311 third Street, Annapolis, Maryland 21403 representing the Eastport Business Association spoke on protection for brick and mortar businesses. Doug Smith, 5 Revell Street, Annapolis, Maryland 21401 spoke on fee comparison of the existing legislation vs. proposed legislation. This Ordinance was Continued R-02-16 Peddlers, Hawkers, and Itinerant Merchants Fees and Fines - For the purpose of setting fees and fines associated with engaging in the business of a peddler, hawker, and itinerant merchant as set forth in Chapter 7.40 of the City Code.
