AP-12-16 The Appointment of Charles F. Martorana to the Board of Appeals

AP-12-16signed
Charles Martorana, 300 C Hilltop Lane, Annapolis, Maryland 21401 was present and
addressed the committee regarding his appointment to the Board of Appeals and
answered questions from the committee.
Alderwoman Finlayson moved to recommend favorably. Seconded. CARRIED
on voice vote.

3. Legislation before Committee
O-21-16 Title 4 - Elections - For the purpose of amending and updating Chapters
4.28 and 4.44 of the Code of the City of Annapolis concerning absentee
voting and fair election practices; and matters generally relating to
absentee voting and fair election practices.

Alderwoman Finlayson moved to recommend favorably the Rules and City
Government Amendment #1
Page 2, line 22, after shall insert: "PROVIDE BY"
Page 2, line 22, after mail insert: "OTHER MEANS"
Page 2, line 22, after mail strike: "DELIVER"
Upon receipt of the application, the board shall PROVIDE BY mail OR DELIVER
OTHER MEANS an absentee ballot to the voter entitled to the ballot. .Seconded.
CARRIED on voice vote.
Aye: 2- Alderwoman Finlayson and Alderman Arnett
Absent: 1- Alderwoman Pindell Charles
City Clerk Watkins-Eldridge, Cliff Myers, and Eileen Leahy representing the Board of
Supervisor of Elections were present and spoke on legislation and answered questions
from the committee. Acting City Attorney Elson was also present and answered
questions from the committee.
Meeting went into Recess at 4:35 p.m.
Meeting Reconvened at 4:45 p.m. and was postponed due to a lack of quorum.
Alderman Arnett moved to postpone consideration of O-21-16 due to a lack of a
quorum. Seconded. CARRIED on voice vote.

Absent: 1- Alderwoman Pindell Charles
4. Adjournment
Upon motion duly made, seconded and adopted, the meeting was adjourned at
4:45 p.m.
