Alan Hyatt, 200 Westgate Circle, Annapolis, Maryland 21401 was present and spoke on the Public Facility Agreements, the 10 year provision referenced in the charter and the 2009 Comprehensive Plan. Fred Delavan, 170 Jennifer Road, Ste. 240, Annapolis, Maryland 21401 representing Blumenthal, Delavan & Williams was also present and answered questions from the committee. Alderwoman Finlayson moved to recommend unfavorably. Seconded. CARRIED on voice vote. Alderman Budge was present and spoke on the referral of the resolutions to the Transportation Board.
