Business before Committee a. Approval of Minutes RCG071117 Approval of Minutes for the Regular Meeting Alderman Arnett moved to approve. Seconded. CARRIED on voice vote. Aye: 2- Alderwoman Pindell Charles and Alderman Arnett Absent: 1- Alderwoman Finlayson b. Appointments and reappointments to Committees AP-22-17 The Reappointment of David Iams to the Planning Commission Community Service Specialist Tibbs was present and spoke on behalf of David Iams, as he was not able to attend. Alderwoman Pindell Charles moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderwoman Pindell Charles and Alderman Arnett Absent: 1- Alderwoman Finlayson 3. Legislation before Committee O-42-17 Certificate of Adequate Public Facilities - Timing of Certification - For the purpose of amending the Code of the City of Annapolis concerning approval of a Certificate of Adequate Public Facilities; requiring compliance review of a Certificate of Adequate Public Facilities no later than five years after the date of execution of the corresponding agreement; and clarifying circumstances whereby a Certificate of Adequate Public Facilities, or new or amended Adequate Public Facilities agreement, would expire after ten years. Assistant City Attorney Elson and Planning and Zoning Director Gutwald were present answered questions from the committee. Alderwoman Finlayson moved to recommend O-42-17 with amendments that follow: Amendment #1 on page 1, line 5, strike: "Execution of the Corresponding Agreement" and insert: " ISSUANCE OF THE CERTIFICATE"; line 7 after City of Annapolis Page 1 Rules & City Government Standing Committee Minutes September 12, 2017 Committee "amended" insert: "CERTIFICATE OF" after "Public Facilities" strike: "agreement".
