Call To Order Chairwoman Finlayson called the meeting to order at 4:09 p.m. 2. Roll Call Present: 3- Finlayson, Savidge and Arnett 3. Business before Committee a. Approval of Minutes RCG041018 Approval of Minutes for the Regular Meeting Alderman Arnett moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett ID-223-18 Update: Review of Boards and Commissions Public Engagement and Community Relations Specialist Rowel was present and answered questions from the committee. 4. Legislation before Committee O-8-18 Adequate Public Facilities - Adequate School Facilities - Standards - For the purpose of amending the test for additional school capacity by requiring schools with enrollment greater than ninety five percent of the State-Rated Capacity to be listed as closed on the annual school utilization chart; and matters generally relating to adequate school facilities. Alderman Arnett moved to postpone. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett O-9-18 Sign Regulations - Temporary Signs - For the purpose of amending the standards concerning temporary signs for community or civic projects or special events; and matters generally relating to regulation of temporary signs. Alderman Savidge moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett O-14-18 Development Review Process Amendments - For the purpose of clarifying the notice requirements for community meetings; clarifying the project applicability requirements for required community meetings; designating the Office of the Mayor as the point of contact for obtaining a list of associations whose membership could be City of Annapolis Page 1 Rules & City Government Standing Committee Minutes July 10, 2018 Committee affected by a proposed development; making minor editorial corrections; and matters generally relating to the review process for all significant and substantial projects. Alderman Arnett moved to approve the following amendments: Amendment 1 In Page 2, Lines 13-42: Require that applicants proposing subdivisions that will contain a new street will be required to hold a community meeting in compliance with City Code 21.10.010 (B) Amendment 2: In Page 3, Lines 31-40, and Page 4, Lines 7-19, Page 6, Lines 27-46, and Page 7, Lines 1-14: Clarify that a list of community associations will be maintained by the Office of the Mayor, provide direction on required public notice and timing of information, and remove redundant language. Amendment 3: Page 3, Lines 42-47: Clarify that community meetings are required for original applications for major site design plans and planned developments, and for major modifications to such approvals. Amendment 4: Page 8, table entitled "Summary of Public Meetings (PM) Public Hearing (PH)", row entitled "Major Site Design Plan", column entitled "Planning Commission", and Page 9, Line 3: Establish provisions for processing site design plans associated with special exception applications. Amendment 5: Page 9, Lines 5-7: Clarify that changes to the City Code will not apply to projects already in the pipeline. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Finlayson and Arnett Nay: 1- Savidge Steven Hyatt, Hyatt and Weber, P.A., and Planning and Zoning Director Gutwald were present and reviewed proposed amendments. Chief of Staff Smith was present and answered questions from the committee. Alderman Arnett moved to recommend with amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Finlayson and Arnett Nay: 1- Savidge O-25-18 Exempt Service Position Updates - For the purpose of modifying and updating certain position titles based on corresponding duties; amending certain position grades; clarifying reporting and salary approval requirements; and matters generally relating to the exempt service. Acting Manager Hopkins and Chief of Staff Smith were present and answered questions from the committee. Alderman Arnett moved to recommend favorably. Seconded. A roll call vote was taken. Alderman Arnett moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 5.
