Call To Order Chairwoman Finlayson called the meeting to order at 4:30 p.m. 2. Roll Call Present: 3- Finlayson, Savidge and Arnett 3. Business before Committee a. Approval of Minutes RCG071018 Approval of Minutes for the Regular Meeting Alderman Arnett moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett b. Appointments and reappointments to Committees AP-18-18 The Appointment of Anthony Spencer to the Arts in Public Places Commission Anthony Spencer, 8 Streamwood Court, Annapolis, MD 21403, was present and answered questions from the committee. Alderman Arnett moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett AP-19-18 The Appointment of Alex Pline to the Planning Commission Alex Pline, 305 Monterey Avenue, Annapolis, MD 2140, was present and answered questions from the committee. Public Engagement & Community Relations Specialist Rowel was present and answered questions from the committee. Alderman Arnett moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett AP-20-18 The Appointment of Dr. Michael Metzger to the Human Relations Commission Dr. Michael Metzger, 61 College Avenue, Annapolis, MD 21401, was present and answered questions from the committee. Alderman Arnett moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett AP-21-18 The Appointment of Jeremy Browning to the Human Relations Commission City of Annapolis Page 1 Rules & City Government Standing Committee Minutes July 16, 2018 Committee Jeremy Browning, 517 Sixth Street, Annapolis, MD 21403, was present and answered questions from the committee. Alderman Arnett moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett AP-22-18 The Appointment of Michael Walsh to the Board of Appeals Michael Walsh, 1111 Mitchell Street, Annapolis, MD 21403, was present and answered questions from the committee. Alderman Arnett moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 4. Legislation before Committee O-14-18 Development Review Process Amendments - For the purpose of clarifying the notice requirements for community meetings; clarifying the project applicability requirements for required community meetings; designating the Office of the Mayor as the point of contact for obtaining a list of associations whose membership could be affected by a proposed development; making minor editorial corrections; and matters generally relating to the review process for all significant and substantial projects. Alderman Arnett moved to approve the following amendment: Amendment #3 of Savidge Amendments: Add newspaper posting requirement. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett Planning and Zoning Director Gutwald, Assistant City Attorney Elson were present and answered questions from the committee. Alan Hyatt, representing Hyatt and Weber, P.A. was present and answered questions from the committee. 5. Adjournment Upon motion duly made, seconded and adopted, the meeting was adjourned at 5:45 PM.
