Chairwoman Finlayson called the meeting to order at 4:07 p.m.

Alderman Arnett moved to adopt the Regular Meeting Agenda. The motion
carried by the following vote:

Alderman Arnett moved to approve. Seconded. A roll call vote was taken.

5. Legislation before Committee
O-34-18 Demolition by Neglect - For the purpose of revising the definition of “demolition
by neglect” set forth in Chapter 21.56; revising the procedures for investigating a
property that may meet the definition of “demolition by neglect”; providing for a
review process by the Historic Preservation Commission and a public hearing
requirement; providing for an appeal process; and matters generally relating to
demolition by neglect.
Alderman Arnett moved to approve the following:
Rules Proposed Amendment:
Page 5, line 26 after “dates.” insert “The Director shall seek to obtain consent for
entry from the owner or owner’s authorized agent. In the event consent is not
obtained, the Director may serve a municipal infraction citation on the owner or
the owner’s authorized agent, or seek an administrative warrant, or seek other
relief as authorized by Section 1.20.070 of the City Code. Seconded. A roll call
vote was taken. The motion CARRIED by the following vote:

Alderman Arnett moved to approve the following:
Alderwoman Tierney Amendment no. 1 . Seconded. A roll call vote was taken.

Planning and Zoning Director Gutwald and Assistant City Attorney Elson was present and
answered questions from the committee.
Alderman Arnett moved to recommend favorably with amendments. Seconded.
A roll call vote was taken. The motion CARRIED by the following vote:
Aye: 3- Finlayson, Savidge and Arnett
R-46-18 Application of the City of Annapolis Stormwater Regulations - For the purpose of expressing
the desire of the City Council that the City apply more than the minimum stated in our stormwater
code in accordance with this resolution.
The Committee will postpone action until the Public Works Director and Office of
Environmental Policy Director can attend.
Alderman Arnett moved to postpone. Seconded. A roll call vote was taken. The
motion CARRIED by the following vote:
Aye: 3- Finlayson, Savidge and Arnett
6. Adjournment
Upon motion duly made, seconded and adopted, the meeting was adjourned at
