Call To Order Chairwoman Finlayson called the meeting to order at 4:06 p.m. 2. Roll Call Present: 3- Finlayson, Savidge and Arnett 3. Approval of Agenda (any changes to the agenda should be made here) Alderman Arnett moved to adopt the Regular Meeting Agenda. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 4. Business before Committee a. Approval of Minutes RCG03.12.1 Approval of Minutes for the Regular Meeting 9 Alderman Arnett moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett b. Appointments and reappointments to Committees AP-69-18 The Re-Appointment of Samuel Callahan, Jr. to the Civil Service Board Mr. Samuel Callahan Jr. was present and answered questions from the committee. Alderwoman Finlayson would like to know if there are more candidates in the pipeline for the Civil Service Board. Alderman Arnett moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett c. ID-416-19 FDE Sector Study Draft Planning and Zoning Director Gutwald and Comprehensive Planner Nash were present and answered questions from the committee. ID-365-18 Chesapeake Bay Critical Area (Chapter 21.54) Planning and Zoning Director Gutwald and Comprehensive Planner Nash were present and answered questions from the committee. 5. Legislation before Committee O-10-19 Maryland Public Information Act - For the purpose of adopting City of Annapolis procedures for the processing of requests made pursuant to the Maryland Public Information Act; establishing definitions; providing notice of disclosure requirements; establishing an appeal process; allowing fees to be charged; allowing fee waivers; and generally related to adopting procedures for processing Public Information Act requests. Alderman Arnett moved to Continue. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett R-11-19 Annapolis City Dock - Urban Land Institute, Baltimore Technical Assistance Panel, January 29, 2019, Report “Reclaiming a Local and National Treasure” - For the purpose recognizing the Urban Land Institute (ULI) Baltimore Technical Assistance Panel (TAP) Report; and resolving that the ULI Baltimore TAP Report be considered in implementing present and future development of the Annapolis City Dock. Alderman Arnett moved to recommend favorably the Tierney Amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett Alderwoman Tierney was present and provided background information about this legislation. Alderman Arnett moved to recommend with amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 6.
