Chambers Jr., City Council Chambers Economic Matters Committee Economic Matters Committee Standing Committee Meeting April 11, 2019 Minutes 1. Call To Order Chairman Rodriguez called the meeting to order at 4:05 p.m. 2. Roll Call Present: 2- Finlayson and Savidge 3. Approval of Agenda (any changes to the agenda should be made here) Savidge moved to adopt the Regular Meeting Agenda. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Rodriguez, Finlayson and Savidge 4. Business before Committee a. Approval of Minutes ECM03.14.1 9 Approval of Minutes for the Regular Meeting Alderwoman Finlayson moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Rodriguez, Finlayson and Savidge b. Appointments and reappointments to Committees AP-74-19 The Re-Appointment of Richard O. Franke to the Maritime Advisory Board Constituent Services Officer & Ombudsman Raftovich was present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Rodriguez, Finlayson and Savidge AP-75-19 The Re-Appointment of Tarrant H Lomax to the Maritime Advisory Board Constituent Services Officer & Ombudsman Raftovich was present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. Alderwoman Finlayson moved to adopt as amended. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Rodriguez, Finlayson and Savidge AP-77-19 The Re-Appointment of Debbie Gosselin to the Maritime Advisory Board Constituent Services Officer & Ombudsman Raftovich was present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Rodriguez, Finlayson and Savidge AP-78-19 The Re-Appointment of William H. Woodward Jr. to the Maritime Advisory Board Constituent Services Officer & Ombudsman Raftovich was present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Rodriguez, Finlayson and Savidge c. ID-284-18 Presentation: Downtown Annapolis Partnership, Erik Evans, Executive Director Erik Evans, Downtown Annapolis Partnership was present and provided an update for the committee. d. ID-283-18 Presentation: Economic Development, Hope Stewart Small and Minority Business Enterprise Liason Stewart was present and provided an update for the committee. 5. Legislation before Committee R-11-19 Annapolis City Dock - Urban Land Institute, Baltimore Technical Assistance Panel, January 29, 2019, Report “Reclaiming a Local and National Treasure” - For the purpose recognizing the Urban Land Institute (ULI) Baltimore Technical Assistance Panel (TAP) Report; and resolving that the ULI City of Annapolis Page 2 Economic Matters Committee Standing Committee Meeting April 11, 2019 Minutes Baltimore TAP Report be considered in implementing present and future development of the Annapolis City Dock. Alderman Savidge moved to adopt Tierney Amendments no. 1. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Rodriguez, Finlayson and Savidge Savidge moved to recommend with amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Rodriguez, Finlayson and Savidge 6.
