Chambers, Jr. City Council Chambers Environmental Matters Committee Environmental Matters Committee Standing Committee Meeting April 17, 2019 Minutes 1. Call To Order Chairman Savidge called the meeting to order at 3:03 p.m. 2. Roll Call Present: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett 3. Approval of Agenda (any changes to the agenda should be made here) ID-448-19 to be first on the agenda Alderman Arnett moved to adopt as amended. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett 4. Business before Committee a. Approval of Minutes : ENV03.20.19 Approval of Minutes for the Regular Meeting Alderman Arnett moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett b. Appointments and reappointments to Committees ID-451-19 Possible Appointees to the Environmental Commission Anne Stevenson, 1147 Tyler Avenue 21403 Michael Giblin, Park Place AP-83-19 The Re-Appointment of Willie Sampson to the Port Wardens Alderman Arnett moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett AP-84-19 The Re-Appointment of Gene Edwin Godley to Port Wardens Gene Godley was present and answered questions from the committee. Alderman Arnett moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: City of Annapolis Page 1 Environmental Matters Committee Standing Committee Meeting April 17, 2019 Minutes Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett AP-85-19 The Re-Appointment of Thomas Lippert to the Annapolis Conservancy Board Karen Jennings was present in place of Thomas Lippert. Alderman Arnett moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett AP-86-19 The Re-Appointment of Karen Jennings to the Annapolis Conservancy Board Karen Jennings was present and answered questions from the committee. Alderman Arnett moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett AP-88-19 The Re-Appointment of Kate Bohanan to the Environmental Commission Kate Bohanan was present and answered questions from the committee. Alderman Arnett moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett AP-89-19 The Re-Appointment of Paul Murphy to the Environmental Commission Kate Bohanan was present in the place of Paul Murphy. Alderman Tierney moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett AP-90-19 The Re-Appointment of Bevin Buchheister to the Environmental Commission Alderman Tierney moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett AP-91-19 The Re-Appointment of Lon Powell to the Environmental Commission removed City of Annapolis Page 2 Environmental Matters Committee Standing Committee Meeting April 17, 2019 Minutes AP-92-19 The Re-Appointment of Bill O’Leary to the Environmental Commission Bill O'Leary was present and answered questions from the committee. Alderman Arnett moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett ID-448-19 Resiliency Contract Update: City Manager City Manager Sutherland, and Dan Niess were present and answered questions from the committee. c. ID-447-19 Developmental Update: Planning & Zoning Planning and Zoning Comprehensive Planner Nash was present and answered questions from the committee. ID-449-19 Critical Area Overhaul Work Session Conversation: P&Z Planning and Zoning Comprehensive Planner Nash, Cynthia G, and Director of Office of Environmental Policy Guild were present and answered questions from the committee. ID-416-19 FDE Sector Study Draft Comprehensive Planner Nash was present and answered questions from the committee. Council Woman Rodman, 219 Farragut Road, was present and addressed the committee. Alderman Arnett moved to recommend with amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett 6.
