Call To Order Chairman Rodriguez called the meeting to order at 4:08 p.m. 2. Roll Call Present: 3- Alderman Rodriguez, Finlayson and Savidge 3. Approval of Agenda (any changes to the agenda should be made here) Add CA-2-19, O-16-19 Alderman Savidge moved to adopt the Regular Meeting Agenda as amended. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Rodriguez, Finlayson and Savidge 4. Business before Committee a. Approval of Minutes ECM04.11.1 Approval of Minutes for the Regular Meeting 9 Alderman Finlayson moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Rodriguez, Finlayson and Savidge b. Appointments and reappointments to Committees AP-72-19 The Re-appointment of Wayne Speight to the Heritage Commission Alderman Savidge moved to postpone. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Rodriguez, Finlayson and Savidge AP-73-19 The Re-Appointment of Marcie Taylor Thoma to the Heritage Commission Marcie Taylor Thoma was present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Rodriguez, Finlayson and Savidge AP-82-19 The Re-Appointment of Michael Hughes to the Recreation Advisory Board Alderman Savidge moved to postpone. Seconded. A roll call vote was taken. Lowman to the Recreation Advisory Board Alderman Savidge moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Rodriguez, Finlayson and Savidge AP-96-19 The Re-Appointment of John Moyer to the Recreation Advisory Board Alderman Savidge moved to postpone. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Rodriguez, Finlayson and Savidge AP-97-19 The Re-Appointment of Frank P. Montgomery to the Recreation Advisory Board Alderman Savidge moved to postpone. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Rodriguez, Finlayson and Savidge AP-98-19 The Re-Appointment Patricia Dawn Moyer to the Recreation Advisory Board Alderman Savidge moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Rodriguez, Finlayson and Savidge AP-99-19 The Re-Appointment of Craig Harrison to the Recreation Advisory Board Craig Harrison was present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Rodriguez, Finlayson and Savidge AP-100-19 The Re-Appointment of Abigail Fowlkes to the Recreation Advisory Board Alderman Savidge moved to postpone. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Rodriguez, Finlayson and Savidge City of Annapolis Page 2 Economic Matters Committee Standing Committee Minutes May 9, 2019 AP-101-19 The Re-Appointment of Catherine Simmons-Jones to the Recreational Advisory Board Savidge moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Rodriguez, Finlayson and Savidge 5. Legislation before Committee O-12-19 Departmental Reorganization - For the purpose of requiring the Environmental Policy Advisor to provide certain advice relating to environmental policies and initiatives in lieu of the Office of Environmental Policy; creating the position of Environmental Policy Advisor in the exempt service; establishing the duties and responsibilities of the position; creating the position of Director of Emergency Management in the exempt service; establishing certain exempt service pay grades; and reassigning responsibility for floodplain management to the Department of Planning and Zoning. Motion to recommend O-12-19, CA-2-19, and O-16-19 favorably with the removal of the language pertaining to the Environmental Policy Re-org. Alderman Savidge moved to recommend with amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Rodriguez, Finlayson and Savidge c. ID-284-18 Presentation: Downtown Annapolis Partnership, Erik Evans, Executive Director d. ID-283-18 Presentation: Economic Development, Hope Stewart 6.
