Chairman Rodriguez called the meeting to order at 4:08 p.m.

Alderman Savidge moved to adopt the Regular Meeting Agenda as amended.
Seconded. A roll call vote was taken. The motion CARRIED by the following vote:

Alderman Savidge moved to postpone. Seconded. A roll call vote was taken.

AP-73-19 The Re-Appointment of Marcie Taylor Thoma to the Heritage Commission
Marcie Taylor Thoma was present and answered questions from the committee.
Alderwoman Finlayson moved to recommend favorably. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:

Craig Harrison was present and answered questions from the committee.

AP-101-19 The Re-Appointment of Catherine Simmons-Jones to the Recreational
Advisory Board
Savidge moved to recommend favorably. Seconded. A roll call vote was
taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Rodriguez, Finlayson and Savidge
5. Legislation before Committee
O-12-19 Departmental Reorganization - For the purpose of requiring the Environmental
Policy Advisor to provide certain advice relating to environmental policies and
initiatives in lieu of the Office of Environmental Policy; creating the position of
Environmental Policy Advisor in the exempt service; establishing the duties and
responsibilities of the position; creating the position of Director of Emergency
Management in the exempt service; establishing certain exempt service pay grades;
and reassigning responsibility for floodplain management to the Department of
Planning and Zoning.
Motion to recommend O-12-19, CA-2-19, and O-16-19 favorably with the removal
of the language pertaining to the Environmental Policy Re-org.
Alderman Savidge moved to recommend with amendments. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Rodriguez, Finlayson and Savidge
c. ID-284-18 Presentation: Downtown Annapolis Partnership, Erik Evans, Executive Director
d. ID-283-18 Presentation: Economic Development, Hope Stewart
6. Adjournment
Upon motion duly made, seconded and adopted, the meeting was adjourned at
