Call To Order Chairman Finlayson called the meeting to order at 4:09 p.m. 2. Roll Call Present: 3- Finlayson, Savidge and Arnett 3. Approval of Agenda (any changes to the agenda should be made here) Remove O-11-19, O-20-19, O-28-19, O-34-19 Alderman Arnett moved to adopt the Regular Meeting Agenda as amended. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 4. Business before Committee a. Approval of Minutes RCG11.12.1 Approval of Minutes for the Regular Meeting 9 Alderman Arnett moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 5. Legislation before Committee approve O-11-19 R2-NC District - Demolitions - For the purpose of requiring a structural analysis prior to demolition of a residential structure or building in the R2-NC, Single-Family Residential Neighborhood Conservation District; requiring execution of a contract between the city and a structural engineer prior to demolition; and generally relating to the demolition of a residential structure or building in the R2-NC District. O-20-19 Dwellings above the ground floor of nonresidential uses in the B1, Convenience Shopping District, and B2, Community Shopping District - For the purpose of creating standards for dwellings permitted above nonresidential uses in certain commercial districts; and matters generally relating to regulation of such dwellings. O-28-19 Tattoo Parlor- For the purpose of including the use Tattoo Parlor to the Tables of Permitted Uses for certain zoning districts. O-34-19 Planning and Zoning - Appeal Procedures - For the purpose of clarifying the procedures governing an appeal of a decision of the Planning and Zoning Director; City of Annapolis Page 1 Rules & City Government Standing Committee Minutes December 10, 2019 Committee making stylistic changes; and generally related to appeal procedures. O-35-19 Waterfront Maritime Conservation District - Uses - For the purpose of allowing the uses Seafood Industrial and Food Service Marts in the Waterfront Maritime Conservation District. Planning and Zoning Acting Director Nash was present and answered questions from the committee. Rec Fav Tierney Amendment (Ald. Arnett) Rec Fav as Amendment Alderman Arnett moved to recommend with amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett O-37-19 City Council Meetings - Order and Decorum - For the purpose of modifying the City Council Rules of Procedure to prohibit certain items in Council Chambers without prior approval; identifying certain unacceptable behavior in Council Chambers that would warrant removal of an individual; and generally related to maintaining order and decorum at City Council meetings. Alderman Paone was present and addressed the committee. Amendment 1: On page 2, in line 1 after “BANNERS” insert “, THAT ARE DESIGNED TO DISRUPT PROCEEDINGS AS OPPOSED TO SHOW SUPPORT OR OPPOSITION TO LEGISLATION OR OTHER INITIATIVES,” Amendment 3: On page 2, in line 10 after the “period” insert “SUCH AN ORDER MAY BE CHALLENGED IN ACCORDANCE WITH SECTION 2.16.110 OF THE CITY CODE.” Amendment Page 2 line 1 after as insert "excessive or dangerous" Amendment Page 2 (new paragraph) Line 12 Rules of Order and Decorum will be prominently displayed in City Council Chambers Rec Fav as amendment City of Annapolis Page 2 Rules & City Government Standing Committee Minutes December 10, 2019 Committee Alderman Arnett moved to recommend with amendments.
