Chambers, Jr. City Council Chambers Rules & City Government Committee Rules & City Government Standing Committee Minutes April 14, 2020 Committee 1. Call To Order Chairwoman Finlasyon called the meeting to order at 4:05 p.m. 2. Roll Call Present: 3- Finlayson, Savidge and Arnett 3. Approval of Agenda (any changes to the agenda should be made here) Alderman Arnett moved to adopt the Regular Meeting Agenda. The motion carried by the following vote: Aye: 3- Finlayson, Savidge and Arnett 4. Business before Committee a. Approval of Minutes RCG03.10.2 Approval of Minutes for the Regular Meeting 0 Alderman Arnett moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 5. Legislation before Committee O-7-20 Designated Loading Zones - For the purpose of authorizing designated loading zones in the City of Annapolis; creating certain definitions; and generally related to designated loading zones. Transportation Director Gordon, City Manager Jarrell, City Attorney Lyles, were present and answered questions from the committee. Alderwoman Finlayson would like Transportation Director Gordon, City Manager Jarrell, and City Attorney Lyles to assist with the rewording of the legislation. Alderman Arnett moved to Continue. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett O-9-20 Comprehensive Bag Reduction - For the purpose of defining certain terms; prohibiting dealers from supplying customers with plastic bags for use as checkout bags; requiring paper bags contain recycled content; providing for the applicability of the Chapter; imposing a surcharge on certain checkout bags; imposing interest and certain civil penalties on dealers who fail to make timely remittances of the surcharge; setting forth prohibited conduct by dealers; providing enforcement measures; requiring an annual report to the Mayor and City Council; providing an effective date; and City of Annapolis Page 1 Rules & City Government Standing Committee Minutes April 14, 2020 Committee generally relating to checkout bags. Office of Environmental Policy Director Guild was present and answered questions from the committee. Alderman Savidge moved to withdraw. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: R-12-20 Comprehensive Bag Reduction - Fines - For the purpose of imposing fines concerning the prohibition of certain checkout bags. Alderman Savidge moved to withdraw. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett R-17-20 Annual Statement of Performance Standards - For the purpose of approving the annual performance statements filed by City agencies and departments. Assistant City Manager Farrow, Office of Environmental Policy Director Guild, and City Manager Jarrell were present and answered questions from the committee. Alderman Arnett would like to postpone until after the budget process has been completed. Alderman Arnett moved to postpone. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 6.
