Chairwoman Finlayson called the meeting to order at 4:01 p.m.

Alderman Arnett moved to adopt the Regular Meeting Agenda as amended.
Seconded. A roll call vote was taken. The motion CARRIED by the following vote:

renaming the Housing and Community Development Committee; clarifying certain
powers and functions; and making stylistic changes.

Remove Council
Page1, line 44, after “seven member”, strike “who are” insert “three of whom are
selected by”.
Alderman Savidge moved to Recommend Favorably-Amendment. Seconded. A
roll call vote was taken. The motion CARRIED by the following vote:

Alderman Arnett moved to Oppose Amendment #4. Seconded. A roll call vote

Alderwoman Tierney were present and answered questions from the committee.
Alderman Arnett moved to recommend with amendments. Seconded. A roll call
vote was taken. The motion CARRIED by the following vote:
Aye: 3- Finlayson, Savidge and Arnett
O-39-19 Accessory Dwelling Units - For the purpose of allowing accessory dwelling
units in all zoning districts that allow single-family detached dwellings; establishing use
requirements for accessory dwelling units; adding certain definitions; making stylistic
changes; and generally related to accessory dwelling units.
Alderman Savidge moved to Recommend Favorably Rodriguez Amendment.
Seconded. A roll call vote was taken. The motion CARRIED by the following vote:
Aye: 2- Finlayson and Savidge
Nay: 1- Arnett
Alderman Rodriguez, Planning and Zoning Director Nash, Alderman Gay, were
present and answered questions from the committee.
Alderman Savidge moved to recommend with amendments. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:

Nay: 1- Arnett
O-5-20 City Council Meetings - Order of Business - For the purpose of modifying
the order of business for regular and special meetings of the City Council.
O-7-20 Designated Loading Zones - For the purpose of authorizing designated loading
zones in the City of Annapolis; creating certain definitions; and generally related to
designated loading zones.
Transportation Director Gordon, City Attorney Lyles, Alderman Gay, Alderwoman
Tierney were present and answered questions from the committee.
Alderman Savidge moved to postpone. Seconded. A roll call vote was taken.
The motion CARRIED by the following vote:

O-10-20 Zoning Code Applications - Written Notification Requirement - For
the purpose of increasing the distance for sending written notification to
abuttingNEARBY property owners for Planned Developments, Major Subdivisions,
and Major Site Design applications.
Planning and Zoning Director Nash was present and answered questions from the
committee.
Recommend Favorably -withdrawn
Postpone until the PC Finding are received
Alderman Savidge moved to postpone. Seconded. A roll call vote was taken.
The motion CARRIED by the following vote:
Aye: 3- Finlayson, Savidge and Arnett
O-11-20 City Council Meetings - Attendance - For the purpose of allowing a member
of the City Council to attend a regularly scheduled Council meeting by electronic
means; placing limitations on remote attendance; and generally related to attending
Council meetings remotely.
Alderman Arnett moved to recommend favorably. Seconded. A roll call vote was
taken. The motion CARRIED by the following vote:
Aye: 3- Finlayson, Savidge and Arnett
O-12-20 Municipal Infractions - Process - For the purpose of clarifying that municipal
infraction enforcement actions are processed through the Office of Law; and making
stylistic changes.
City Attorney Lyles was present and answered questions from the committee.
Alderwoman Tierney was present and addressed the committee.
Alderman Arnett moved to recommend favorably. Seconded. A roll call vote was
taken. The motion CARRIED by the following vote:
Aye: 3- Finlayson, Savidge and Arnett
6. Adjournment
Upon motion duly made, seconded and adopted, the meeting was adjourned at
6:32 p.m.
