Chambers Jr., City Council Chambers Economic Matters Committee Economic Matters Committee Standing Committee Meeting May 14, 2020 Minutes 1. Call To Order Chairman Rodriguez called the meeting to order at 4:00 p.m. 2. Roll Call Present: 2- Finlayson and Savidge 3. Approval of Agenda (any changes to the agenda should be made here) Alderman Savidge moved to adopt the Regular Meeting Agenda. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Rodriguez, Finlayson and Savidge 4. Business before Committee a. Approval of Minutes ECM01.09.2 Approval of Minutes for the Regular Meeting 0 Alderwoman Finlayson moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Rodriguez, Finlayson and Savidge 5. Legislation before Committee O-4-20 Plumbing Code - Capital Facilities Payment Plan - For the purpose of establishing a Capital Facilities Payment Plan; identifying eligibility requirements, setting a payment schedule, providing for interest and penalties; making stylistic changes; and generally related to said payment plan. Chief of Code Enforcement Menassa was present and answered questions from the committee. Alderman Savidge moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Rodriguez, Finlayson and Savidge O-13-20 Sidewalk Signs - For the purpose of extending the DATE FOR SUBMISSION OF A SIDEWALK SIGN PERMIT APPLICATION AND A sidewalk sign permit fee waiver to a date certain. Alderwoman Tierney, Chief of Code Enforcement Menassa, and Planning and Zoning Director Nash were present and addressed the committee. Alderwoman Finlayson moved to recommend with amendments. The motion CARRIED by the following vote: Aye: 3- Rodriguez, Finlayson and Savidge O-17-20 Unsafe Structures - Placarding - For the purpose of authorizing the Fire Department to placard certain residential and nonresidential structures that have been designated as unfit for human habitation or unsafe; and making stylistic changes. Alderman Savidge moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Rodriguez, Finlayson and Savidge 6. General Discussion Small and Minority Business Enterprise Director Stewart, Downtown Annapolis Partnership Executive Director Erik Evans, and Economic Development Manager Rice were present and provided the committee with updates. Alderwoman Tierney was present and addressed the committee. 7.
