Minutes
1. Call To Order
Chairman Savidge called the meeting to order at 3:02 p.m.
2. Roll Call
Present: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett
3. Approval of Agenda (any changes to the agenda should be made here)
Add Planning and Zoning Developmental Updates
Alderman Arnett moved to adopt the Regular Meeting Agenda as amended.
Seconded. A roll call vote was taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett
4. Business before Committee
a. Approval of Minutes
ENV02.19.20 Approval of Minutes for the Regular Meeting
Alderman Arnett moved to approve. Seconded. A roll call vote was taken.
The motion CARRIED by the following vote:
Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett
ID-142-20 Discussion: Watershed Restoration Fund/Fee Structure
David Hyder and Matthew Freiberg, representing Stantec, provided a
presentation for the committee.
City Manager Jarrell, Assistant City Attorney Braithwaite, and Public Works
Acting Director Patrick were present and answered questions from the
committee.
5. Legislation before Committee
O-8-20 Harbors and Waterfront Areas - Code Updates - For the purpose of
updating certain definitions; removing obsolete language; requiring regular pump out of
a vessel’s holding tank; making stylistic changes; and generally related to updating
Title 15.
City Manager Jarrell was present and answered questions from the committee. The
committee would like to postpone until the Harbor Master will be able to be present.
Alderman Arnett moved to postpone. Seconded. A roll call vote was taken. The
motion CARRIED by the following vote:

6. General Discussion
ID-147-20 Developmental Discussion: Planning and Zoning
Planning and Zoning Director Nash was present and provided a presentation for the
committee.
Update from the Office of Environmental Policy Director
Office of Environmental Policy Director Guild was present and provided the
committee with an update.
City Manager Jarrell was present and addressed the committee.
ID-148-20 Update: Environmental Commission
Michael Gibling, Chair of Environmental Commission, was present and provided
the committee with an update.
7. Adjournment
Upon motion duly made, seconded and adopted, the meeting was adjourned at
5:07 p.m.
