Call To Order Chairwoman Finlayson called the meeting to order at 4:06 p.m. 2. Roll Call Present: 3- Finlayson, Savidge and Arnett 3. Approval of Agenda (any changes to the agenda should be made here) Add O-8-20 to the agenda Savidge moved to adopt the Regular Meeting Agenda as amended. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 4. Business before Committee a. Approval of Minutes RCG05.12.2 Approval of Minutes for the Regular Meeting 0 Arnett moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 5. Legislation before Committee O-11-19 R2-NC District - Demolitions - For the purpose of requiring a structural analysis prior to demolition of a residential structure or building in the R2-NC, Single-Family Residential Neighborhood Conservation District; requiring execution of a contract between the city and a structural engineer prior to demolition; and generally relating to the demolition of a residential structure or building in the R2-NC District. Alderman Savidge moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett O-19-19 Adequate Public Facilities - Auto transportation facilities - For the purpose of clarifying the circumstances that would require a traffic impact analysis for a proposed project; clarifying the standards to be used to determine adequacy; and generally relating to the adequacy of auto transportation facilities. Amendments 1-3 (s and c Ald. Arnett) Rec Fav Rec Fav as amended Alderman Arnett moved to recommend with amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett O-7-20 Designated Loading Zones - For the purpose of authorizing designated loading zones in the City of Annapolis; creating certain definitions; and generally related to designated loading zones. Alderwoman Tierney, Transportation Director Gordon, and Alderman Gay were present and answered questions from the committee. Alderman Arnett moved to postpone. Seconded. A roll call vote was taken. Alderman Gay, Planning and Zoning Director Nash, Assistant City Attorney Braithwaite, and Alderwoman Tierney were present and answered questions from the committee. Add Alderwoman Tierney as a Co-Sponsor Alderman Arnett moved to postpone. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett O-19-20 City Council Public Hearings - For the purpose of clarifying the rules of procedure concerning the scheduling of public hearings before the City Council. Alderman Arnett moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett O-8-20 Harbors and Waterfront Areas - Code Updates - For the purpose of updating certain definitions; removing obsolete language; requiring regular pump out of a vessel’s holding tank; making stylistic changes; and generally related to updating Title 15. Harbormaster Bellis, Alderwoman Tierney, and Assistant Attorney Braithwaite were present and answered questions from the committee. Alderman Arnett would like an updated staff report. Alderman Arnett moved to postpone. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 6.
