Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 1. Business and Miscellaneous Approval of Minutes RCG12.09.2 Approval of CORRECTED minutes for the Regular Meeting 0CORRECT ED Alderman Arnett moved to approve the Corrected minutes for the Regular Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett RCG01.05.2 Approval of Minutes for the Regular Meeting 1 Alderman Arnett moved to approve the minutes for the Regular Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 2. Legislation before Committee O-19-19 Adequate Public Facilities - Auto transportation facilities - For the purpose of clarifying the circumstances that would require a traffic impact analysis for a proposed project; clarifying the standards to be used to determine adequacy; and generally relating to the adequacy of auto transportation facilities. Alderman Arnett moved to Recommend Favorably-Amendment 1: Page 1 Line 43 add "ADEQUATE". Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett Alderman Arnett moved to Recommend Favorably-Amendment 2: Page 2 Line 5 insert "FOR THE PURPOSES OF THIS CODE, AUTO City of Annapolis Page 1 Rules & City Government Standing Committee Meeting February 2, 2021 Committee Minutes TRANSPORTATION REFERS TO ALL VEHICULAR TRAFFIC ON ROADWAYS WITHIN THE CITY OF ANNAPOLIS.". Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett Alderman Arnett moved to Recommend Favorably-Amendment 3: Page 2 Line Line 10 insert "AND INCLUDE INPUT FROM ADJACENT COMMUNITIES AND APPLICABLE NEIGHBORING JURISDICTIONS, WHEN APPROPRIATE.". Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Savidge and Arnett Nay: 1- Finlayson Alderman Gay, and Alderwoman Tierney were present and addressed the Committee. Transportation Deputy Director Agyemang-Duah, Planning and Zoning Director Nash, and Public Works Director Johnson were present and answered questions from the Committee. Alderman Arnett moved to postpone O-19-19 until the next Rules and City Government Committee Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett O-48-20 Animal Control - Canine Leash Laws - For the purpose of prohibiting unrestrained dogs in public recreation areas, or at large; authorizing the Police Department to enforce the City’s leash laws; and making technical and stylistic changes to the City’s animal control laws. Alderman Paone was present and addressed the Committee. Robin Catlett, Administrator, Anne Arundel County Animal Control, 411 Maxwell Frye Rd., Millersville, MD 21108, was present and answered questions from the Committee. O-51-20 Emancipation Day - For the purpose of designating “Emancipation Day” as a City holiday to be observed on November 1st of each year. No action taken. Will be heard at the next Rules and City Government Committee meeting. O-46-20 Public Health and Safety - For the purpose of removing obsolete provisions; authorizing the Department of Public Works to establish regulations governing garbage and refuse; reassigning certain enforcement powers to the Deputy City Manager for Resilience and Sustainability; creating definitions; clarifying procedures and penalties concerning commercial solid waste collection and contract approval; and generally relating to public health and safety. No action taken. Will be heard at the next Rules and City Government Committee meeting.
