Chairwoman Finlayson called the meeting to order at 4:07 p.m.

Alderman Savidge moved to adopt the Regular Meeting Agenda. Seconded.
The motion carried by the following vote:

Alderman Arnett moved to approve the minutes for the Regular Meeting.
Seconded. A roll call vote was taken. The motion CARRIED by the following

Mayor's Chief of Staff Smith, and City Manager Jarrell, were present and
answered questions from the Committee.
2. Legislation before Committee
O-9-21 Accessory Dwelling Units - For the purpose of establishing accessory dwelling units
as an accessory use in certain zoning districts that allow single family dwelling units;
establishing the use and bulk requirements for accessory dwelling units; and
establishing the procedural requirements for accessory dwelling units.

Planning and Zoning Director Nash, and City Attorney Lyles, were present and
answered questions from the Committee.
Alderman Schandelmeier, and Alderman Gay, were present and addressed the
Committee.
Chairwoman Finlayson would like the Office of Law to bring information regarding
Rent Control to the next Rules and City Government Committee meeting.
Alderman Arnett moved to postpone O-9-21 until the next Rules and City
Government Committee meeting. Seconded. A roll call vote was taken. The
motion CARRIED by the following vote:
Aye: 2- Finlayson and Arnett
Absent: 1- Savidge
O-21-21 Public Ethics - Statement of Compliance - For the purpose of repealing the
requirement to file a Statement of Compliance for certain individuals.
