1. Call To Order
The Chair called the Meeting to order at 5:13 p.m.
Kenny Kirby, Alderman Joe Budge and Ian Pfeiffer
4. General Discussion

Alderman Budge asked Mr. Powell et all to speak to the committee.
Mr. Miller expressed his concerns about the RTA.
Mr. Jon Powell, Administrator of the Office of Transportation Howard County, discussed
the Regional Transit Authority.
Mr. Powell discussed funding, management, facilities, daily operations and the timelines
for the proposed authority. Acting City Attorney Murnane discussed his concerns .
Mr. Rick Dunning, Senior Vice President of First Transit and John Woodford, Regional
Vice President of First Transit, discussed the ability to transition by the end of the fiscal
year. Mr. Humphrey, General Manager of the Contract.
Mr. Murnane, Acting City Attorney, expressed his concerns on the RTA.
A representitive of Howard County discussed the wage requirements in Howard County
and the asset arrangements.
Alderman Arnett inquired about the ownership of the current assets .
Alderwoman Pindell Charles inquired about First transit as a consultant on city
efficiencies.
Alderman Budge stated that the Transportation committee did vote in favor of the City
participating the the RTA. Alderman Budge inquired if there is an opportunity to
participate on a longer time line.

Mr. Powell discussed his concerns about Annapolis joining the RTA at a later date .
Alderman Kirby discussed the RTA.
Alderman Kirby moved to approve. Seconded. A roll call vote was taken. The
motion CARRIED by the following vote:
Aye: 2- Alderman Kirby and Alderman Budge
5. Adjournment
Upon motion duly made, seconded and adopted, the meeting was adjourned at
6:25 p.m.
