1. Call To Order
Chairwoman Tierney called the meeting to order at 6:11 p.m.
2. Roll Call
Alderman Rodriguez arrived at 6:14 p.m.
Present: 2- Alderwoman Tierney and Alderwoman Pindell Charles
3. Approval of Agenda (any changes to the agenda should be made here)
Alderwoman Pindell Charles moved to adopt the Regular Meeting Agenda.
Seconded. A roll call vote was taken. The motion CARRIED by the following vote:
Aye: 2- Alderwoman Tierney and Alderwoman Pindell Charles
Absent: 1- Rodriguez

TC02.21.19 Approval of Minutes for the Regular Meeting
Alderwoman Pindell Charles moved to approve. Seconded. A roll call vote
was taken. The motion CARRIED by the following vote:
Aye: 2- Alderwoman Tierney and Alderwoman Pindell Charles
Absent: 1- Rodriguez
5. Legislation before Committee
O-47-18 Special Events - For the purpose of amending the definition of “City Sponsored
Event.”
Alderwoman Pindell Charles moved to recommend favorably. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:
Aye: 3- Alderwoman Tierney, Rodriguez and Alderwoman Pindell Charles
O-3-19 Sidewalk Snow and Ice Removal - Fine - For the purpose of making technical
corrections to the Code of the City of Annapolis concerning the fine for a failure to
remove snow and ice from a sidewalk.
Alderman Rodriguez moved to consider an amendment to address the elderly
and handicapped. Seconded. A roll call vote was taken. The motion CARRIED by
the following vote:

Alderman Arnett was present and answered questions from the committee.
Alderwoman Pindell Charles moved to recommend favorably. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:
Aye: 3- Alderwoman Tierney, Rodriguez and Alderwoman Pindell Charles
O-7-19 Special parking permit for transport, shuttles and contractors -
Application Procedure - For the purpose of amending the deadline for
submission of a special parking permit application for transport, shuttles and
contractors.
Alderwoman Pindell Charles moved to recommend favorably. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:
Aye: 3- Alderwoman Tierney, Rodriguez and Alderwoman Pindell Charles
R-45-18 2018 Forest Drive/Eastport Sector Study - For the purpose of adopting the
Forest Drive/Eastport Sector Study as an addendum to the 2009 Annapolis
Comprehensive Plan.
Alderman Rodriguez moved to approve the motion to support initiatives of the
Planning and Zoning Department moving forward. Seconded. A roll call vote
was taken. The motion CARRIED by the following vote:
Aye: 3- Alderwoman Tierney, Rodriguez and Alderwoman Pindell Charles
Comprehensive Planner Nash and Planning and Zoning Director Gutwald was
present, provided the committee with a presentation, and answered questions.
Alderman Arnett was present and answered questions from the committee.
Transportation Director Gordon was present and answered questions from the
committee. Alderman Savidge was present and answered questions from the
committee. Alderwoman Finlayson was present and answered questions from the
committee.
Alderman Rodriguez moved to Continue. Seconded. A roll call vote was taken.
The motion CARRIED by the following vote:
Aye: 3- Alderwoman Tierney, Rodriguez and Alderwoman Pindell Charles
6. Adjournment
Upon motion duly made, seconded and adopted, the meeting was adjourned at
8:05 p.m.

questions relating to the legislation. The committee would like to postpone in
order to add Special Events Coordinator Nolan, Alderwoman Henson, and City
Manager Sutherland to the discussion. The Chair would like Director Guild to
prepare any suggestions that she may have in regards to the legislation.
