August 8, 2022 (Budget Worksession Page 1 of 1 BUDGET WORKSESSION OF THE ANOKA CITY COUNCIL HELD AT GREEN HAVEN GOLF COURSE & EVENT CENTER AUGUST 8, 2022, 5:00 P.M. CALL TO ORDER Mayor Rice called the Budget Worksession meeting to order at 5:00 p.m. ROLL CALL Present at roll call: Mayor Rice; Councilmembers Barnett, Skogquist, Weaver & Wesp. Staff present: City Manager Greg Lee, Finance Director Brenda Springer, Public Services Director, Mark Anderson, Green Haven Golf Manager Larry Norland, Police Chief Eric Peterson, Public Services Administrator Lisa LaCasse. 3.1. BUDGET: Governmental Funds & Green Haven Budge Review Finance Director Brenda Springer presented the Governmental funds and Green Haven budgets, there was discussion regarding the new positons and if some can be combined or if we could contract out for services vs. hiring a part time employee. Council asked if we could use ARPA funds for some of these projects, Brenda said yes. Some ARPA funds were to be used for Police Squads, PD parking lot expansion, Port of Anoka new decking and to do the Diamond Bright Replacement of the WHOLE pool not break it into two years. Council decide to use $500,000 in use of fund balance to lower the levy and since we are using ARPA funds to purchase two large pieces of equipment the MT Trackless plow and the Bituminous Hot-box so the transfer out of the general fund to the garage fund was lowered $360,000 also reducing the levy. Council said any remaining ARPA funds could go to the general fund to lower the levy. Council discussed the Green Haven budget and all capital items remained in the budget.
