CALL TO ORDER Mayor Skogquist called the budget workession to order at 5:00 p.m. 2. ROLL CALL Present at roll call: Mayor Skogquist, Councilmembers Campbell, Rostad, Scott and Weaver. Also present: City Manager Greg Lee; Finance Director Brenda Springer, Public Services Director Mark Anderson, Public Services Administrator Lisa LaCasse; Electric Utility Director Del Vancura, Community Development Director Doug Borglund, Police Chief Andy Youngquist and Assistant City Engineer, Ben Nelson 3. COUNCIL BUSINESS and/or DISCUSSION ITEMS 3.1 Discussion; Governmental Funds Budget Finance Director Brenda Springer presented the proposed governmental funds budget to the Council for their review, discussion and direction to staff for approval/rejection of capital and equipment requests for 2026. 4.
