CALL TO ORDER AND ROLL CALL Chairperson Taylor called the meeting to order at 6:32 P.M. on Monday, May 19, 2025, in Council Chambers. Acting City Clerk Rosales called the roll. Present: Commissioners Mitchell, Kennedy, Elekwachi, Lacey-Oha, Hadden, Vice Chairperson Williams and Chairperson Taylor Staff: City Manager, Bessie M. Scott Interim City Attorney, Derek Cole Captain, Desmond Bittner Lieutenant, Joe Njoroge Acting City Clerk, Vanessa Rosales 2. PLEDGE OF ALLEGIANCE Chairperson Taylor led the Pledge of Allegiance. 3. CONSENT CALENDAR 3-1 ANTIOCH POLICE OVERSIGHT COMMISSION MEETING MINUTES OF APRIL 21, 2025. 3-2. ANTIOCH POLICE OVERSIGHT COMMISSION MEETING MINUTES OF MAY 5, 2025 On motion by Commissioner Williams, seconded by Commissioner Elekwachi the Antioch Police Oversight Commission unanimously approved the Consent Calendar. 4. PUBLIC HEARING 4-1 REVIEW OF THE ANTIOCH POLICE DEPARTMENT’S PROPOSED BUDGET AND ADVISE WHETHER BUDGETARY ALLOCATIONS FOR THE POLICE DEPARTMENT ARE ALIGNED WITH THE POLICE DEPARTMENT’S POLICIES AND PROCEDURES AS REQUIRED BY ANTIOCH MUNICIPAL CODE SECTION 4-3.110(D) A. Staff Presentation Captain Bittner gave the APD Budget Presentation dated May 19, 2025. B. Public Comment Antioch Police Oversight Commission Regular Meeting May 19, 2025 Page 2 of 5 The Commission received public comments from the following individuals who spoke on the APD Budget Presentation: Leslie May and Nichole Gardner. C. Commission Discussion Captain Bittner and City Manager Scott provided responses to inquiries from the APOC and public regarding the APD Budget Presentation. Commissioner Hadden left the meeting during the discussion at 7:45 P.M. D. Recommended Action: It is recommended that the Antioch Police Oversight Commission (APOC) review the Antioch Police Department’s proposed budget and forward to the City Council any recommendations for change. The APOC engaged in discussion regarding the APD Budget Presentation and provided the following recommendations: ➢ Include overtime budget comparison from the first quarter last year ➢ Include line item specific for community engagement 5. NEW BUSINESS 5-1 POLICE CHIEF JOSEPH VIGIL’S REPORT A. Police Department Updates - None B. National Public Safety Partnership Program Lieutenant Njoroge gave the National Public Safety Partnership Program presentation. C. Public Comment The Commission received public comments from the following individuals who spoke on the National Public Safety Partnership Program presentation: Nichole Gardner and Leslie May. D. Commission Discussion and Direction Lieutenant Njoroge and City Manager Scott provided responses to inquiries from the APOC and public regarding the National Public Safety Partnership Program presentation. 5-2. DISCUSSION ON THE SELECTION OF TWO FUTURE COMMISSION MEETING DATES TO CONDUCT TWO COMMISSION MEETINGS AT A LOCATION OTHER THAN CITY HALL A. Public Comment The Commission received public comments from the following individuals who spoke on the presentation: Nichole Gardner and Leslie May. C. Commission Discussion The APOC engaged in a discussion on alternate meeting locations and provided the following options for consideration: ➢ Antioch High School ➢ District 1 Churches - East 18th Street locations ➢ Rivertown and Sycamore areas ➢ Nick Rodriguez Community Center ➢ Antioch Community Center ➢ Mission Elementary School ➢ Intentional Event Spaces D. Recommended Action: It is recommended that the Antioch Police Oversight Commission discuss and select two future Commission meeting dates to conduct two Commission meetings at a location(s) other than City Hall. The APOC engaged in discussion on meeting dates to hold future meetings at alternate locations. On motion by Commissioner Williams, seconded by Commissioner Kennedy, the Antioch Police Oversight Commission members present unanimously selected the following dates to conduct meetings at alternative locations: ➢ September 15, 2025 ➢ November 17, 2025. The APOC agreed to conduct community engagement regarding the proposed locations and directed staff to bring back consideration of those locations to a future meeting. 6. PUBLIC COMMENTS The APOC received general public comments from the following individuals: Leslie May, Teki and Nichole Gardner. Interim City Attorney Cole explained the Brown Act as it pertained to agenda items. 7. AD HOC COMMITTEE REPORT OUT Antioch Police Oversight Commission Regular Meeting May 19, 2025 Page 4 of 5 The APOC received public comments from the following individuals who spoke on the Ad Hoc Committee Report Out: Teki. Police Practices Ad Hoc Committee Commissioners Elekwachi, Williams and Chairperson Taylor reported on their attendance at the Police Practices Ad Hoc Committee. Chairperson Taylor announced that their meetings were open to the public. Community Engagement Ad Hoc Committee Commissioners Williams and Kennedy reported on their attendance at Coffee with the Cops. 8. UPCOMING/ FUTURE AGENDA ITEMS Discussion ensued regarding the APOC members’ priorities for future agenda items. Commission consensus for the following priority requests included: ➢ Presentation on unhoused sweeps ➢ Location for alternate meetings ➢ Ad Hoc Committee Assignments ➢ Presentation on sensitivity training ➢ Presentation on REACH The APOC received public comment from the following individual who spoke on Upcoming/Future Agenda items: Nichole Gardner 9. ANTIOCH POLICE OVERSIGHT COMMISSIONER REPORT OUT Commissioner Lacey-Oha announced District Attorney Becton would be speaking to the NAACP at 6:00 P.M. on May 29, 2025, at True Light Baptist Church. She acknowledged the passing of former Supervisor Federal Glover and led a moment of silence in his memory. Commissioner Mitchell thanked the Commission for welcoming him to the APOC. He announced the APD Bicycle Safety event would be held on May 24, 2025, at the APD. Commissioner Kennedy requested City Attorney and City Manager provide clarification on the parameters the APOC had as it pertained to encampment sweeps. She discussed mandates from the state affecting the unhoused, and the importance of the City having tangible plans to address homelessness. 10. STAFF COMMUNICATIONS - None 11.
