Village of Arcanum Emergency Council Meeting March 18, 2020 5:30 p.m. Call to Order Mayor Greg Baumle opened the meeting with the Pledge of Allegiance along with all present members of council. Roll Call Council Members present include Bonnie Millard, Rick Genovesi, Tim Philpot, Jacob Banks, Blaine Vencill and Jerry Boolman. Also present were Solicitor Nicole Pohlman, Village Administrator Bill Kessler, Fiscal Officer Toni Stanley, Police Chief Marcus Ballinger and Administrative Specialist Mary Stephens. Administrative Report – Mayor Gregory T. Baumle The purpose of the emergency meeting was to address village procedures of a global pandemic known as the Coronavirus (also known as COVID-19). A department head meeting was held to discuss the Mayor’s directives in how to handle the COVID-19 pandemic. A standing directive will be in place and change as needed. Currently, Arcanum-Butler Schools have closed, restaurants and bars are limited to carry-out and drive through only and, most recently, salons, barber shops and tattoo businesses have been asked to close per State Governor Mike DeWine’s orders. Chief of Police Marcus Ballinger and Mayor Baumle are working on a procedure for police to help enforce the orders. The State of Ohio is under a State of Emergency and proactive in handling the pandemic. Mayor Baumle expressed the need for the Village of Arcanum to be proactive as well. Police Chief Marcus Ballinger was appointed by the Mayor to be the COVID-19 Pandemic Liaison to field calls and ensure the Village of Arcanum is following the state’s directives. A meeting with Chief Ballinger, Fire Chief Kurt Troutwine and Mary Stephens was held to review the Mayor’s expectations. Comments from the Public: New Business Ordinance 2020-06 – An Ordinance Providing for Utility Billing Procedures During State of Emergency and Declaring an Emergency. Council Member Philpot moved to waive the three-reading rule for Ordinance 2020- 06. Council member Genovesi seconded. All present council members voted yea. Motion passed. Council Member Philpot moved to adopt Ordinance 2020-06. Council member Genovesi seconded. All present council members voted yea. Motion passed. Council Member Philpot moved to declare an emergency on Ordinance 2020-06. Council member Genovesi seconded. All present council members voted yea. Motion passed. Resolution 2020-10 – A Resolution Providing for Public Meeting Procedures During State of Emergency and Declaring an Emergency. Council president Millard moved to waive the three-reading rule of Resolution 2020- 10. Council member Vencill seconded. All present council members voted yea. Motion passed. Council president Millard moved to adopt Resolution 2020-10. Council member Vencill seconded. All present council members voted yea. Motion passed. Council president Millard moved to declare an emergency for Resolution 2020-10. Council member Vencill seconded. All present council members voted yea. Motion passed. Announcements The next council meeting will be held remotely on March 31, 2020. Instructions will be communicated along with an opportunity for practice.
